This collection contains the files of David Gergen, who served as Counselor to the President, from May 1993 to June 1994. By the spring of 1993, the Clinton White House was struggling with missteps, internal disorganization, and message discipline. Gergen had served senior communication roles for Presidents Nixon, Ford, and Reagan, giving him deep knowledge of how the White House works.
President Clinton valued that experience, and Gergen was brought in as a seasoned hand to help impose order and perspective. Gergen also had a strong reputation as a communications strategist who understood how presidents shape narratives. As a mentor to senior staff, Gergen acted informally as a sounding board for President Clinton and top aids, offering strategic advice on such topics as the North American Free Trade Agreement (NAFTA) rather than developing policy. As Counselor, Gergen had

influence but little formal power, and, once the Clinton administration became more organized, his stabilizing role diminished. By the summer of 1994, Gergen moved to the Department of State as a communications consultant for Secretary Warren Christoper. He officially resigned from the administration in November 1994, settling into academia.
