This collection consists of material related to Dennis M. Sculimbrene, a senior FBI Special Agent at the Clinton White House (1993-1995) who filed a 1999 lawsuit alleging that the White House maintained files on him in violation of the Privacy Act. This collection contains articles, correspondence, court records, depositions, emails, fact sheets, statements, talking points, testimony, and transcripts regarding Dennis Sculimbrene's White House employment, the Oversight Committee and Judiciary Committee investigations in 1996, and Sculimbrene v. Reno in 1999 and 2000.

The materials in FOIA 2014-0469-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. When the Clinton Adminstration entered the White House in 1993, Dennis Sculimbrene continued on as senior FBI Special Agent to the White House. Sculimbrene stopped working for the White House in 1995. In July 1999 in Sculimbrene v. Reno, Sculimbrene filed a lawsuit alleging that the White House maintened files on him in violation of the Privacy Act. As a result, the White House Counsel’s Office requested documents pertaining to Dennis Sculimbrene from all staff within the Executive Office of the President in September 1999. Subject Files contain memoranda on Agent Sculimbrene’s job duties in the White House, certifications regarding the September 1999 document request, correspondence and statements on Congressman Clinger’s actions on the House floor, fact sheets and statements on Sculimbrene’s allegations, and clippings covering this situation. Although containing some material on Sculimbrene, Chief of Staff files are not wholly responsive to the subject area and primarily contain memoranda on personnel matters. Responsive portions of the Chief of Staff files include a memoranda and attachments on Sculimbrene’s interest in the Inspector General position at the Veterans Administration. Correspondence files contain email and memoranda concerning White House Counsel Office’s request for documents from White House offices and the resulting certifications in September 1999. Counsel’s Office files contain email and memoranda concerning White House Counsel Office’s request for documents from White House offices and the resulting certifications in September 1999 as well. Correspondence and forms regard Sculimbrene’s employment with the White House and government in general. Counsel’s Office files also contain correspondence, fact sheets, press clippings, statements, and talking points regarding Sculimbrene’s allegations. Statements include the deposition of White House Counsel’s Bill Kennedy to the Oversight Committee on June 18, 1996; Sculimbrene’s interview with the Judiciary Committee on June 19, 1996; testimony to the Oversight Committee on June 26, 1996; and Sculimbrene’s deposition to the Oversight Committee on July 15, 1996. These files also contain Chairman’s July 25, 1996 remarks to the House on the White House’s use of FBI files. Correspondence also concerns Chairman Clinger and the House Oversight’s handling of materials regarding Sculimbrene’s allegations. Other materials in the Counsel’s Office files include drafts and book selections from Gary Aldrich regarding the role of the FBI in the Clinton White House. Also, court records and relevant correspondence describe Sculimbrene v. Reno in 1999 and 2000. The ARMS and TRP email records primarily regard the White House’s 1999 document request for files concerning Sculimbrene. These records also contain press and transcripts that mention Sculimbrene.

Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: White House Office of Records Management (WHORM), Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, and Clinton Presidential Records: NSC Emails. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: OPD for Office of Policy Development, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office.  The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
