This system was used to track and control nuclear weapons grade material in the states of the former Soviet Union (FSU) after the end of the Cold War. The collection contains NSC cables, emails, correspondence, briefing papers, schedules, and policy papers. Scope and Content Note The materials in FOIA 2011-0822-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. The United States Department of Energy’s Material Protection, Control, and Accounting system (MPC&A) is the program responsible for protecting nuclear assets at sites in Russia and other countries of the former Soviet Union (FSU). The Department of Energy defines the MPC&A program as following into four main categories. First is physical protection, which is designed to allow for the detection of any unauthorized penetration of barriers and portals. Fences, multiple barriers to entry, limited access points, alarms and motion detectors are examples of this category. Second is material control systems which prevent unauthorized movement of materials and allow for the prompt detection of the theft or diversion of the material. Such systems may include portal monitors and other devices to control egress from storage sites, authorized flow paths, storage locations, and secure containers for the material. Seals and identification codes also fall into this category as they make it possible to verify readily the location and condition of the 2011-0822-F http://www.clintonlibrary.gov 2 material. Third, is material accountability systems which ensures that all material is accounted for, and enable the measurement of losses. These systems also provide information for follow-up investigations of irregularities. Finally, personnel reliability programs, ensure through security screening, indoctrination, and training, that personnel in contact with the material are reliable. Some procedural controls, such as the two-man rule also fall into this category.1 Records responsive to this FOIA include National Security Council Cables, Emails, other correspondence, briefing papers, schedules, and policy papers. The majority of the records related to this FOIA case are closed for national security reasons. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas - Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
