Diane Wood was appointed to two positions during the Clinton administration. She was nominated as a judge on the Court of Appeals for the Seventh Circuit by President Clinton on March 31, 1995, to a seat vacated when Judge William Joseph Bauer took senior status. She was confirmed unanimously by the United States Senate on June 30, 1995. Prior to her confirmation she served as Deputy Assistant Attorney General for international, appellate, and policy in the Antitrust Division of the Department of Justice from 1993-1995, whilst she was on leave from the University of Chicago Law School where she held the position of the Harold J. and Marion F. Green Professor of International Legal Studies. The White House Office of Records Management (WHORM) Subject Categories contains primarily correspondence from the public regarding their approval or objection to the nomination of Diane Wood to the 7th Circuit Court of Appeals. Records also contain memos, resumes, background information and press releases concerning Diane Wood. The White House Staff and Office Files contain primarily background information on Diane Wood. Resumes, articles authored by Wood, questionnaires, and press releases in preparation for her March 1995 nomination and her appointment to the Antitrust Division of the Department of Justice. A relatively small number of records, responsive to this FOIA request, were found among National Security Council (NSC) cables and emails. Most of these records pertain to the Organization for Economic Cooperation and Development (OECD), an international organization, of which Wood was one of the U.S. delegates. Representing the U.S., Wood served on an OECD committee concerned with competion law and policy. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in four collections areas - Clinton Presidential Records: White House Office of Records Management (WHORM); Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: Automated Records Management System [Email]; and Clinton Presidential Records: NSC Cables, Emails, and Records Management System. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correpondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-seriesof email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.
