The materials in FOIA 2019-0203-F (Segment 1) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. The “digital divide” refers to a technological gap between those who have access to technology and those who do not. The increasing prevalence and availability of the internet and home computers during the 1990s and early 2000s led to the Clinton Administration focusing on narrowing the growing digital divide between those with access to the internet and computers and those who did not or had difficulty using computers. Materials responsive to this FOIA request include emails regarding President Clinton mentioning the digital divide in the 2000 State of the Union, a December 1999 Department of Commerce digital divide conference, a February 2000 digital divide event with President Clinton at Ballou High School in Washington, DC, interagency efforts and public outreach on closing the digital divide, using surplus Temporary Assistance for Needy Families (TANF) funds for increasing internet and computer access, closing the digital divide in schools, and private business tax incentives for reducing the digital divide. Other topics mentioned in these emails include collaboration with the telecom industry, Benton Foundation, and other nonprofits, “National Call to Action” on the digital divide, planning President Clinton’s April 2000 New Markets/Digital Divide trip, Community Technology Centers, PowerUP, Technology Opportunities Program (TOP), E-Rate, and reducing the digital divide for persons with disabilities. The bulk of the emails are from 1999-2000.

Electronic Records

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: ARMS Emails. The Automated Records Management System (ARMS) was a database that contained email records of the Executive Office of the President. This system held, and allowed access to, unclassified Presidential email. The ARMS database was comprised of seven sub-series of email records called "buckets." The buckets generally represented a specific White House office. The buckets were titled: NPR for National Performance Review, NSC for National Security Council, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
