This collection consists of records of the Clinton Administration’s work with disability civil rights and the disability movement, both foreign and domestic.The collection contains correspondence, memos, daily briefings, emails, weekly and legislative reports, budget background material, award ceremony and conference setup, Q and As, speech and interview transcripts, agendas, conference invitations, informational packets, legislation, manuals, press clippings, proclamations, signing and veto statements, routing sheets, and schedules. Subjects include the Americans with Disabilities Act, the Disability Rights Education and Defense Fund, disability outreach, Disability and the Presidency, the Equal Employment Opportunity Commission, proposed changes to DOD and VA disability payments and benefits, federal employment and national hiring policy, the Summit of the Americas and the Conference on Disability, UN-brokered agreements, and human rights as a foreign policy issue.

The materials in FOIA 2007-0143-F (Segment 2) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. In an interview with Ability magazine, President Clinton stated, “More than ever before, America’s greatness depends on the ability of its citizens to make the most of their lives. Americans with disabilities are an enormous, often untapped reservoir of that potential. Although we are achieving a greater national awareness and sensitivity towards the issues and needs of this community, it is clear that much work remains to be done. Our work will not be finished until all people including those with disabilities are full, active members of their communities, able to pursue their dreams, and able to obtain the support they need to do so.” During President Clinton’s administration, he supported establishing an Office of Disability Policy, Evaluation and Technical Assistance (ODPET) within the Department of Labor (DOL), and improving access for adults with disabilities to employment services. President Clinton worked to extend Medicare access for people with disabilities who work; he enacted the “Ticket to Work” and “Work Incentives Improvement Act;” he directed federal agencies to implement plans for hiring people with disabilities; he sponsored a "Disability Mentoring Day;" he worked to expand hiring opportunities for people with psychiatric disabilities; he signed the Workforce Investment Act of 1998; and he signed an Executive Order in March 1998 establishing the Presidential Task Force on Employment of Adults with Disabilities. President Clinton was not only committed to providing employment for Americans with disabilities, he was also committed to removing barriers that prevented people with disabilities from accessing basic community services. President Clinton led the fight for enforcement of the Americans with Disabilities Act (ADA), the Fair Housing Act, the Individuals with Disabilities Education Act (IDEA), and other critical civil rights laws that prohibit discrimination against people with disabilities in housing, schools, workplaces, and public areas across the nation. Under the Clinton Administration, the number of positions allocated for ADA enforcement at the Department of Justice (DOJ) increased by 105 percent. President Clinton worked to ensure access to community living for the people with disabilities and to stop discrimination against people with AIDS. In addition, President Clinton dedicated the Franklin Delano Roosevelt (FDR) Memorial on the Mall in Washington DC. The Clinton Administration collaborated with the disability community and the Roosevelt family to select a design for the memorial that reflects FDR’s position as both President and individual with a physical disability. Staff and Office files responsive to the request include folders from the Counsel’s Office, Management and Administration, National Security Council, Public Liaison, and Speechwriting. Records include agendas, conference invitations, informational packets, legislation, letters, manuals, memos, press clippings, routing sheets, schedules, and speeches. Subjects include the Americans with Disabilities Act, the Disability Rights Education and Defense Fund, disability outreach, Disability and the Presidency, the Equal Employment Opportunity Commission, federal employment, and national hiring policy. Automated Records Management System [Email] (ARMS) email records responsive to this FOIA segment originate in the WHO and CEA buckets. Also, email records responsive to this segment originate in the Tape Restoration Project from the OPD, WHO, and Default buckets. These e-mails consist primarily of office-to-office correspondence, press releases, daily briefings, weekly reports, and legislative reports, concerning Americans with disabilities. Topics include but are not limited to: health care reform, White House ADA compliance and enforcement, National Disability Policy Review, 1996 Para Olympics, assisted suicide, and Medicaid Community Attendant Services and Support Act (MiCASSA),. Responsive email includes correspondence to, from, or concerning these individuals: Justin Dart, Yoshiko Dart, Fred Fay, Becky Ogle, Tony Coelho, Carol Rasco, Christopher Reeve, William White, Diana Fortuna, Casey Martin, and Jonathan Young. Many responsive emails include email-outs from Justice-for-All (jfa). disability rights activist, Fred Fay created jfa and used the email-outs to distribute information about issues that were related to the disabilities rights movement. Many responsive emails include news clips from the Office of Public Affairs (OPA). These news clips are emailed by the Department of Education, and they are widely related to the topic of education. However, these news clips were found responsive to this FOIA because articles within the clips pertain to “disabilities” related subjects within the scope of “education”. As an example, these articles are often related to compliance by schools and school districts concerning the Individuals with Disabilities Education Act (IDEA). Responsive NSC (National Security Council) ARMS emails include budget background material, disability award ceremony setup, press clips and Q and As, speech and interview transcripts. Responsive NSC cables relate to staffing, planning, travel, and outcomes for international conferences such as the Summit of the Americas and the Conference on Disability, proclamations, reports on implementation of UN-brokered agreements, and speech and interview transcripts. NSC email topics include federal employment issues, roundtable and radio address transcripts, proclamations, a committee appointment announcement, signing and veto statements, and background material on human rights as a foreign policy issue. Responsive NSC Records Management numbered documents include LRMs (legislative referral memos), NSC routing sheets, memoranda, proposed legislation, and background material. Topics include proposed changes to DOD and VA disability payments and benefits for disabled veterans et al, requests and recommendations for conference attendance, proposal for an FDR international disability award, press about a former disabled intern, a question from POTUS regarding possible military recruiting of disabled persons for some positions, a hiring report, and a request for waiver of the Oath of Allegiance for certain disabled persons and children during naturalization.

Records that are responsive to this FOIA request were found in these Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, Clinton Presidential Records: TRP Emails, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. TRP emails are printed and arranged chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
