This collection consists of records concerning economic intelligence. The foreign business community suspected the United States of collecting economic intelligence - allegedly to benefit U.S. businesses. Response to the allegations are addressed in this collection's press guidance and public statements. This collection contains articles, correspondence, press briefings, reports, and background information aimed at defining the appropriate use of economic intelligence by the U.S. government.

FOIA request 2006-1024-F contains articles, correspondence, press briefings, reports, and background information aimed at defining the appropriate use of economic intelligence by the U.S. government. As noted in foreign press summaries, members of the foreign business community suspected the U.S. of collecting economic intelligence - allegedly to benefit U.S. businesses. Response to the allegations can be found in press guidance and public statements. Unclassified reports regarding foreign intelligence activities are also considered to be responsive to this FOIA request. The standard by which policy makers shaped U.S. intelligence activities was in part reflected in their characterization of the economic collection and industrial espionage conducted by foreign states against the U.S. The question concerning what is ethical and legal, when it comes to the collection and dissemination of economic intelligence, has been and is likely to continue to be an issue. The White House Staff and Office files of Regina Genton, Director for Intelligence Programs in the National Security Council (NSC)(1993-1996), and George Tenet, Senoir Director for Intelligence Programs in the NSC (1993-1995) consist primarily of background information in the form of articles. There is also a paper on intellectual property and new technologies by James P. Chandler, President of the National Intellectual Property Law Institute The Automated Records Management System [Email] Files responsive to this request contain correspondence and articles concerning Economic Intelligence. Email primarily contains articles related to a report which was released in 1998 by the European Parliament’s Scientific and Technological Options Assessment (STOA) group concerning U.S. and British communications intelligence activitites. Apparently included in the STOA report were allegations that intercepted data had been used for economic intelligence and passed on to private companies, thus affording them a competitive advantage. Records consisting of NSC cables focus mainly on foreign press summaries which contain news articles alleging economic espionage on the part of the U.S. NSC emails also largely consist of news articles and press guidance which countered the allegations by the press regarding the misuse of economic intelligence. The NSC Records Management files contain unclassified annual reports from the White House to Congress on foreign intelligence collection and economic espionage against the U.S.

Records that are responsive to this FOIA request were found in three collection areas—Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: Automated Records Management System [Email]; Clinton Presidential Records: Tape Restoration Project [Emails]; Clinton Presidential Records: NSC Cables, Emails, and Records Management System. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP email are arranged by topic, there-under by bucket, and there-under chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Offical records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
