It primarily contains background materials and correspondence concerning budget allocation, implementation, legislative strategy, and proposals for education reform. Scope and Content Note The materials in FOIA 2009-0886-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. As co-chair of the National Governors’ Association (NGA) Education Task Force, Governor Clinton led negotiations at the Charlottesville Summit in 1989. At this summit, both the Bush Administration and the governors reached a historic agreement that established National Education Goals. Shortly after, Governor Clinton led an outreach effort to build consensus around the National Education Goals. President Bush announced these goals and the nation’s governors adopted the goals in February 1990. In July 1990, Governor Clinton led the fight to establish the National Education Goals Panel and also co-chaired the NGA’s Education Task Force. The Panel annually reported on the progress of National Education Goals. The Task Force recommended strategies for states to reach these goals. Governor Clinton’s 1991 education bill incorporated NGA recommendations on National Education Goals for the state of Arkansas. In spring of 1994, President Clinton signed the Goals 2000: Educate America Act. Goals 2000 was based on Governor Clinton’s educational reforms in Arkansas, Secretary of Education Riley’s gubernatorial efforts in South Carolina, and lessons from other state and local educational reforms. The Goals 2000 legislation codified the previously mentioned National Education Goals. Goals 2000 offered grants to states that committed themselves to specific plans for systematic reform of K-12 education. Goals 2000 included testing of reading and mathematics skills to ensure such students met these standards. In parallel with Goals 2000, President Clinton proposed the reauthorization of the Elementary and Secondary Education Act (ESEA). President Clinton signed the Improving America’s Schools Act (IASA) in October 1994. This Act reauthorized the ESEA and also modified Title I of the ESEA. In addition to providing funding for teacher training, IASA also provided for testing on the state level and raised the standards for the schools educating these students. IASA also provided educational opportunities for disadvantaged students. Public opinion in 1996 indicated that educational standards were still too low. In his State of the Union address in 1997, President Clinton stated that “every state should adopt high national standards.” However, Congress blocked the implementation of these national standards. The WHORM Alpha Project file contains correspondence from organizations regarding reauthorization of ESEA. Many of the responsive documents in the WHORM Subject File are correspondence. The correspondence is primarily between President Clinton, Secretary Riley, the Department of Education (Education), the Domestic Policy Council (DPC), Members of Congress, state legislatures, and school boards. This correspondence concerns support for and recommended amendments to the President’s education reform bills. The correspondence also concerns proposals, reauthorization, and budget allocation issues associated with ESEA and IASA. Correspondence regarding Goals 2000 concerns the level of partnerships associated with educational governance, legislation, press strategy, and implementation of this reform. The correspondence in the “Education” Subject file also concerns national standards, testing, and charter schools. The WHORM Subject file also includes legislative analysis of Goals 2000, scheduling materials, and Presidential remarks and messages. Cabinet Affair’s files include correspondence concerning business support for Goals 2000, statements from President Clinton and Education, and talking points on Goals 2000. Clippings, correspondence, press packets, remarks, and scheduling materials concern the signing of IASA and Goals 2000 in 1994. Calligraphy Office files contain programs regarding Goals 2000 ceremonies. The Chief of Staff files contain correspondence between President Clinton, DPC, Education, Members of Congress, and civil rights coalitions regarding ESEA and national testing standards. Chief of Staff files also contain clippings, reports, and talking points concerning national testing standards. The Clerk’s Office file contains correspondence, press releases, and statements regarding passage of H.R. 1804 or Goals 2000: The Educate America Act. This correspondence is between President Clinton, the Office of Management and Budget, and various Departments. The Communication Office files contain clippings, press packets, publications, and statements regarding Goals 2000. Counsel’s Office files contain correspondence and draft legislative statements regarding ESEA; these materials specifically concern technical language with ESEA and ESEA language on tobacco use on school grounds. Correspondence concerns IASA’s “Multiethnic Placement Act of 1994”, establishment of the National Education Standards and Improvement Council, and the Secretary of Education’s view on public school choice with Goals 2000. Notes and background materials concern standardized testing and ESEA accountability issues. Publications and clippings concern marked-ups for IASA, an executive summary of Goals 2000, in addition to public law and the National Skills Standards Board. Domestic Policy Council (DPC) records include files from Eugenia Chough, Bill Galston, William Kincaid, and Karin Kullman. Eugenia Chough’s files contain correspondence and draft legislative statements regarding ESEA language on tobacco use on school grounds. Bill Galston’s files largely contain draft legislation, legislative summaries, and legislative comparisons regarding ESEA reauthorization and IASA. Galston’s files also contain clippings, correspondence from various educational associations, reports, statements from the Administration, and testimonies that describe reform options for ESEA and IASA. Background materials and statements describe national education goals, standards, and the implementation of Goals 2000. Correspondence and newsletters discussing Goals 2000 concern feedback and support from Education, Congress, the general public, and other associations, namely the National Governors’ Association. Correspondence in Galston’s files also includes letters of recommendation to the National Education Standards and Improvement Council and also the National Skill Standards Board. William Kincaid’s DPC files primarily contain clippings, but also publications, statements, and talking points, regarding national standards and national testing. Correspondence from DPC, the Office of Legislative Affairs, Education, Members of Congress, state government, and constituency groups concerns national testing, barriers to the effectiveness of such testing, and legislative strategy. Clippings and correspondence also concern urban testing, standards, the establishment of the National Assessment Governing Board, and also the Goodling Amendment, which was aimed at limiting spending for national testing. The DPC files of Karen Kullman contain materials concerning scheduling and events associated with education standards and ESEA. Such materials include clippings, correspondence, guest lists, remarks, and schedules. Other DPC files contain scheduling materials for Goals 2000 events. The Intergovernmental Affairs files of Jeffrey Farrow contain draft legislation, legislative edits, reports, statements, and testimony concerning ESEA and allocation of education funds to Puerto Rico. Other files from the Intergovernmental Affairs contain clippings, statements, and talking points about educational standards and national tests. Correspondence with Education concerns the national testing initiative and background material on this initiative. These files also contain letters of support for both national testing and certain amendments to Goals 2000 legislation. Additional correspondence concerns legislative strategy, ESEA incentive proposals, and state interest in Goals 2000. Legislative Affairs files contain clippings, legislative summaries, and statements that concern Goals 2000 and teaching standards. Correspondence from the Department of Justice, Education, and the National Board for Professional Teachings Standards also concern these topics in addition to Goals 2000 grant announcements. Reports regard various education proposals and also the federal role with ESEA. Legislative Affairs files also contain material on the proposed amendments to Goals 2000 legislation. Scheduling materials concern the signing of Goals 2000 and ESEA. Millennium Council files contain lists regarding Goals 2000 grant awards. Publications concern national standards and the arts and also conferences on educational reform. Correspondence and Education testimony also discuss Goals 2000. National Economic Council (NEC) files contain a background binder and clippings on the various titles associated with ESEA reauthorization legislation, public comment on the legislation, and evaluation studies. NEC files also contain speech notes and scheduling materials regarding ESEA reauthorization. Other clippings, publications, and talking points concern the National Board for Professional Teaching Standards. Correspondence concerns national standards strategy. Other materials describe statewide implementation of Goals 2000. Oval Office Operations files contain a report on the progress of Goals 2000 in 1995. President’s Initiative For One America files contain a printed versions of Education’s webpage on Goals 2000 in 1998. Press Secretary files contain talking points on ESEA, ESEA amendments, and Goals 2000. Public Liaison files contain scheduling materials, including correspondence, statements, and endorsement lists, for events regarding education standards, ESEA, and Goals 2000. Correspondence also regards support for the President’s educational reforms, including national testing. Background materials, such as clippings, publications, reports, and statements concern Goals 2000 legislation, ESEA, national testing, and national standards for arts education. Scheduling Office files contain correspondence and background materials for events and public announcements concerning Goals 2000. These files also contain funding materials, such as abstracts, lists of recipients, and press releases, for Goals 2000 projects in the states. Speechwriting files contain clippings, memoranda, and remarks on the signing ceremony for both Goals 2000 and ESEA. Staff Secretary files contain memos on Goal 2000 press outreach. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Alpha Project, Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: WHORM (OP), and Clinton Presidential Records: White House Staff and Office Files. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM (OP) and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
