The collection includes correspondence between the State Department and members of Congress, emails between National Security Council (NSC) staffers concerning the Secretary’s report, and State Department cables regarding implementation of the recommendations contained in the Secretary’s report. Scope and Content Note The materials in FOIA 2017-0436-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. The United Nations brokered peace agreement that ended the Salvadoran Civil War in January of 1992, also created a Truth Commission to investigate human rights abuses. This U.N. Truth Commission released its final report on March 15th , 1993, and just five days later, the Salvadoran Legislature, led by the National Republican Alliance (ARENA) party, passed an amnesty law that provided immunity to anyone implicated in the U.N. Truth Commission report. In the wake of this U.N. report and as a result of congressional requests, Secretary of State Warren Christopher created a special internal State Department panel to review how the Reagan-era State Department had managed the human rights situation and to report on the condition of Human Rights practices in El Salvador in 1993. Secretary Christopher’s report was released in July 1993 and concluded that there were indeed flaws in the way the State Department had reacted to reports of human rights violations in El Salvador. Records responsive to this FOIA collection include correspondence between the State Department and members of Congress, emails between National Security Council (NSC) staffers concerning the Secretary’s report, and State Department cables regarding implementation of the recommendations contained in the Secretary’s report.
