This collection consists of correspondence, memoranda, reports, and logs highlighting the successful effort of Fife Symington to obtain a pardon from President Clinton before he left office. A Republican, the former Governor of Arizona was a staunch supporter (as the records found here attest to) of two of Clinton’s groundbreaking legislative initiatives: NAFTA and welfare reform.

The materials in 2008-1034-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2008-1034-F contains records relating to correspondence, meetings, and phone calls between President Clinton and Governor Symington of Arizona largely for the period 1993-1997. There is some material that covers the time 1998-2000, most of it devoted to Symington’s successful attempt to gain a pardon from Clinton before he left office. Symington had resigned the governorship in September 1997 after being convicted of bank fraud. The White House Office of Records Management (WHORM) contains correspondence, memoranda, and reports highlighting topics such as NAFTA (North American Free Trade Agreement), welfare legislation, and environmental issues. It is important to note that Symington (although a Republican) stood with the President on many of the ongoing matters of the day. He was an especially vocal supporter of NAFTA and consistently praised Clinton for his unstinting efforts to win the approval of Congress for the controversial treaty. The White House Staff and Office Files contain papers (correspondence, forms, affidavits, etc.) sent by Symington’s representatives to President Clinton in an effort to obtain a pardon for their client. Symington’s original conviction had been overturned on appeal, but he faced the prospect of new trial until pardoned by Clinton. The electronic records give the dates of phone calls and meetings between the two men.

The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha File was compiled by the White House Office of Records Management from 1993-1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office Files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Electronic Daily Dairy is a log of the President’s daily activities and is arranged chronologically by date. The Electronic WAVES Search System is a log of visitors/appointments to the White House and is arranged by name of the visitor thereunder by the date.
