This collection consists of records related to President Clinton’s “Executive Branch Public Financial Disclosure Reports” (SF-278) for the years 1993 through 1998. It contains information on the President’s financial assets, income, gifts, reimbursements and travel expenses, and includes memoranda, correspondence, and press clippings.

The materials in FOIA 2017-0582-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. The President is required by federal law, Ethics in Government Act of 1978, to file a public financial disclosure report annually. The report contains information on the president’s assets, income, transactions, gifts, reimbursements and travel expenses. The report is filed with the White House Counsel’s Office on or before May 15th and then it is reviewed and certified by the Office of Government Ethics. Once the report is certified it is then made available to the press and the public. FOIA 2017-0582-F contains President Clinton’s “Executive Branch Public Financial Disclosure Reports” (SF-278) for 1993 through 1999. The records also contain a few memos, correspondence, press clips, and Q&A’s relating to the financial disclosure reports.

Records that are responsive to this FOIA request were found in this collection area — Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
