As the nature of the FOIA request deals heavily with international relations, a majority of the records are closed for national security reasons. The materials open in the NSC Cables deal primarily with economic studies and economic reports related to French industry. There are also a number of reports from open source print and electronic media related to political, social, and economic activities in France. Scope and Content Note The materials in FOIA 2006-1136-F are a comprehensive but not all encompassing body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. This collection is the first segment of records responsive to 2006-1136-F. This segment consists of Department of State cables to the White House for 1993. The majority of records related to this segment are closed for national security reasons. Open records include press guidance, media action reports, unclassified economic reports, unclassified correspondence and reporting on Bosnia, Somalia, trade, and nuclear issues. However, the majority of the open records are reports from open source print and electronic media related to political, social, and economic activities in France. The opening years of Franco-American relations under President William Jefferson Clinton’s Administration were defined by a number of difficult issues primarily: the Uruguay Round of the General Agreement on Tariffs and Trade (GATT), the Blair House Accords, the Vance-Owen plan for peace in Yugoslavia, the conflict in the former states of Yugoslavia, the Maastricht Treaty, and Iraq. As if developing administration policy on these issues was not difficult enough, in March 1993, legislative elections in France dramatically changed the formation of their government. The most significant, and perhaps contentious, of the issues early in the administration was GATT. GATT was originally signed in 1947 by 153 countries and there were seven rounds of discussion that preceded the Uruguay Round. The Uruguay Round began in September 1986 and was completed December 15, 1993 at the end of seven years of negotiations. One-hundred and seventeen countries, of 123, agreed to the terms established in the Uruguay Round. The agreement was approved by the United States Congress in December 1994 and went into effect January 1, 1995. This agreement created the World Trade Organization (WTO). The Uruguay Round focused primarily on the creation of the WTO, agricultural exports and subsidies, intellectual property rights, trade of clothing and textiles, capital and banking. As a whole the agreement led to a reduction in tariffs of almost 40 percent. The Agreement on Agriculture, more commonly referred to as the Blair House Accord, was part of the larger Uruguay Round of the GATT. The agreement between the U.S. and the EC was made during GATT negotiations in Washington, DC in November 1992. The Blair House Accord focused only on agriculture and agricultural subsidies in an effort to address worldwide market instability, comparative advantage, and the effects of protectionism through subsidies and tariffs. The Vance-Owen Plan was a peace plan offered for the Bosnian War in January 1993. The plan called for the creation of ten semi-autonomous regions in Bosnia-Herzegovina. Developed by UN Special Envoy Cyrus Vance and EC representative Lord David Owen, the plan was the last peace plan offered to keep Bosnia-Herzegovina intact. Though it received UN backing it was voted down by the Bosnian-Serb assembly in May 1993. The Treaty on the European Union is referred to as the Maastricht Treaty as it was agreed to and signed in Maastricht, Netherlands on February 7, 1992. The treaty created and defined the structure of the European Union (EU) and the euro. Creation of the EU included establishing the Maastricht Criteria which all member states must accept before being allowed in the union. The criteria create a single market which ensures the free flow of goods, services, people, and capital. Iraq continued to be a source of important foreign policy attention following the Gulf War. The failure of Iraq to comply with portions of UN Security Council Resolution 687 (UNSCR 687) and the efforts of the UN Special Commission (UNSCOM), led to continued sanctions.
