The Free Trade Area of the Americas (FTAA) was a proposed agreement to eliminate or reduce the trade barriers among all countries in North America, Central America, South America and the Caribbean. The agreement was to expand the North American Free Trade Agreement (NAFTA) to include every country in the Americas, except Cuba. FTAA began in December of 1994 at the Summit of the Americas in Miami, Florida where heads of states and governments from 34 countries agreed to work on the FTAA and complete negotiations by 2005. The FTAA was comprised of working groups and negotiating committees that worked on negotiations regarding agriculture, intellectual property rights, investment, government procurement, market access, services, competition policy, and dispute settlement, subsidies and anti-dumping and countervailing duties.
