This area is a 51-mile long stretch of the Columbia River home to more than forty species of fish, including large numbers of Chinook salmon. The collection contains faxes, correspondence, memoranda, reports, drafts, emails, notes, proclamations, press releases, maps and photos. FOIA Request 2017-0810-F consists of records dated on or before June 9, 2000 related to the establishment of a Hanford Reach National Monument. President Clinton signed Proclamation 7319 on June 9, 2000, declaring approximately 195,000 acres near Richland, Washington as a national monument. The monument is named after a 51-mile free-flowing section of the Columbia River called the Hanford Reach. The Hanford Reach flows through the Hanford Nuclear Reservation (Hanford Site), a World War II-era nuclear production facility. The Hanford Reach National Monument is administered by the United States Fish and Wildlife Service. The majority of the records relevant to this FOIA request can be found in the White House Office of Records Management (WHORM)-Subject File-General. These documents take the form of correspondence, drafts, memoranda, reports, faxes, notes, drafts, proclamations, press releases, and emails. A handwritten letter from Senator Patty Murray (Dem.-Wash.) thanks President Clinton for the crucial role he played in getting the Hanford Reach recognized as a national monument. The governors of Washington (Gary Locke) and Oregon (John Kitzhaber) write to the President in support of such a designation. Opposition to making the Hanford Reach exclusively under federal control is led by Representative Doc Hastings (Repub.-Wash.). He corresponds with President Clinton and asks him to consider an alternative measure—The Hanford Reach National Salmon Preserve and Recreational Area Act, H.R. 1759)—that would create a shared local-state-federal management partnership for the Hanford Reach area. The counties in Washington—Benton, Franklin, and Grant—most effected by this dispute side with Hastings and draft a report expressing their concerns to the bureaucracy in our nation’s capital. One of the more prominent records emerging from the controversy, “Hanford Reach & Management Program: Interim Action Plan – Agency Review Draft” is dated September 23, 1997. In a memorandum addressed to the President, Secretary of the Interior Bruce Babbitt deals with all the ramifications of the proposal to make the Hanford Reach a national monument. Among other things he touches on are objects of historic or scientific interest that might be found within the site, the legal effects associated with a proclamation being issued, and the administration of the monument’s 195,000 acres. Also included in the records is a map of Hanford Reach, outlining the federal lands making up the national monument site. Electronic records found responsive to this request include environmental list-servs and press, White House Press releases, and internal communications regarding the announcement and signing of the proclamation. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: WHORM (CL), Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, and Clinton Presidential Records: TRP Emails. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late to Classify), WHORM (Various Offices), and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. Records responsive to this request came from the OPD, WHO, CEA, and Default buckets. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The WHO bucket contains email created or received by an individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
