This collection consists of health care records from the files of Harold Ickes, White House Deputy Chief of Staff. This collection consists of correspondence, memoranda, newspaper and magazine articles, academic reports, schedules, speeches, press releases, resumes, and handwritten notes from the Deputy Chief of Staff files of Harold Ickes from 1994.

Researchers should consult the following FOIA for related material: 2006-0885-F (segments 1 thru 6) This collection contains the Health Care files of Harold Ickes, who served as White House Deputy Chief of Staff, from 1993 to 1996. Ickes was appointed Deputy Chief of Staff in December 1993 and was responsible for coordinating the overall 1994 health care effort and worked in close cooperation with other senior staff such with Ira Magaziner, George Stephanopoulos, and Patrick Griffin. Magaziner led the conception and formulation of the health care proposal. Stephanopoulos and Griffin were responsible for coordinating the Clinton Administration's legislative team and activities with Congress. The epic legislative battle began in September 1993 when President Clinton delivered his ambitious health care plan, the Health Security Act, to a Joint Session of Congress. It culminated one year later with Congress unable to enact, compromise, or agree to a framework of comprehensive health care reform. President Clinton's compromise bill was publicly declared unattainable in September 1994. Attacks on the complexity of the Act, misperceptions about the contents and big government, and endless negative ads by special interest groups contributed to the failure of health care reform. No part of the Health Security Act drew as much as criticism as the employer mandate. President Clinton believed the employer mandate was the only means to guarantee coverage to all Americans, control the skyrocketing costs of health care, and cover the millions of uninsured. While other competing plans authorized universal access, President Clinton's mandate was the only way to achieve true universal coverage, short of a broad-based tax. Universal coverage was Clinton's so-called "line in the sand." 2022-0433-S consists of correspondence, memoranda, newspaper and magazine articles, academic reports, schedules, speeches, press releases, resumes, and handwritten notes.
