O’Leary was the first female and the first African-American to hold that position. The records in this collection contain memoranda, letters, reports and press articles. Topics include foreign travel by O’Leary and her staff, including trade missions to India, Pakistan, China, and South Africa, and agreements with foreign governments for the peaceful uses of nuclear energy. FOIA 2010-0450-F contains records related to Hazel O’Leary, the seventh Secretary of the Department of Energy. O’Leary was confirmed by the U.S. Senate on January 22, 1993 making her the first female and the first African-American to hold that position. She served until the end of President Clinton’s first term (January 20, 1997) and was succeeded by Federico Pena. The majority of the records in the WHORM Subject file dealing with Secretary O’Leary can best be characterized as assessments of her work as head of the Department of Energy. These letters come from both prominent individuals and regular citizens. The remaining documents in this category include letters of recommendation from O’Leary and reports, memos, and so forth concerning trade missions she led into India, Pakistan, China, and South Africa. Clinton Presidential Records relating to Hazel O’Leary as Secretary of Energy consist of memoranda, letters, and press articles from White House Staff and Office Files and the National Security Council’s Record Management System. Staff and Office Files contain O’Leary’s questionnaire for the Committee on Foreign Relations regarding her nomination to serve as the U.S. Representative to the International Atomic Energy Agency’s General Conference in 1995 and 1996. Furthermore, in Staff and Office Files there can also be located a report focusing on Secretary O’Leary’s foreign travel. She created quite a storm of controversy with her trips abroad and, in the end, many Senators and Representatives (of both parties) raised a chorus of opposition demanding that President Clinton should immediately investigate these alleged improprieties. Entitled “Report on Inspection of the Secretary of Energy’s Foreign Travel” (by the Office of Inspector General of the Department of Energy), the paper contained findings that were extremely critical of O’Leary. Responsive documents from the National Security Council’s Record Management System include foreign travel notifications for Secretary O’Leary and her staff. Also included are agreements with the governments of Bulgaria, South Africa, Argentina, the United Kingdom, and the European Atomic Energy Community (EURATOM) for cooperation in the peaceful uses of nuclear energy. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late), WHORM (Various Offices), and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas Staff and Office files are processed at the folder level, that is individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
