The collection contains memoranda, correspondence, briefing and meeting materials, government publications, newspaper articles, congressional testimony, emails, and fact sheets on the Clinton Administration's health care reform efforts. Scope and Content Note The materials in FOIA 2006-0885-F (Segment 13) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This collection includes files from the records of Steve Edelstein, General Files, Simone Reuschemeyer, and Marjorie Tarmey. Background information on Edelstein, Reuschemeyer, and Tarmey appear in earlier segments of this FOIA. Several listed folders have already been processed in earlier segments of this FOIA which are open and available for research. Most of the open material is in Segments 2 and 3. Edelstein’s records consist of statistical analysis from another staffer, Eric Payne, who compared state health care programs to the federal health care proposed plan. The General Files contain articles, correspondence, draft legislation, event requests, fact sheets, legislative summaries and analysis, manuals, news clips, notes, position papers, press releases, publications, reports, schedules, statements, tables, talking points, testimonies, and transcripts. Subjects include the so-called “sin tax”, long term and managed care, rural health, event requests, physician payment review, health alliances, and statistics. Reuschemeyer’s records consist of memoranda, schedules, congressional reports, database forms, letters, legislation, schedules, and talking points. Subjects include congressional testimony and bills, tobacco, personal stories, and public and rural health. Tarmey’s records are primarily GAO (Government Accounting Office) printed reports and testimony from 1990-1993. They include various health care related subjects and were probably used as reference material. Also included is congressional testimony on a variety of health care issues. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in this collection area—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
