This collection is the fourteenth segment of materials related to the Health Care Task Force. It includes publications and papers. Two of the publications are entitled “Pharmaceutical R&D [Research and Development]: Costs, Risks, and Rewards.” In one of the folders there are papers relating to the ethical conduct by employees of the federal government.

This collection includes files from the records of Marjorie Tarmey. Background information on Tarmey appears in earlier segments of this FOIA. Tarmey’s records consist of publications and papers and related materials concerning several issues. The major topics dealt with in the publications include the medical system in China, the costs, risks, and awards of pharmaceutical research and development, the impending national debate over how to reform the current health care system, and the need for a national health care system in the United States. These publications come from within the federal government (Office of Technology Assessment) and from outside sources (Center for National Health Program Studies). The materials generally date from 1992- 1993. There are papers pertaining to ethical conduct in the federal government. Acceptable standards of behavior are spelled out with special emphasis being placed on what constitutes permissible political activity by federal employees.

Records that are responsive to this FOIA request were found in this collection area—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files were processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
