It contains articles, briefing papers, news clippings, lists, memoranda, notes, presentations, press reports, statements, and talking points from the Staff and Office files of Catherine Balsam-Schwaber, and Steven Edelstein. The records concern the Health Security Act and Congressional action on Health Care Reform. Scope and Content Note The materials in FOIA 2006-0885-F (segment 7) are a selective body of documents responsive to the topic of the FOIA. Additional materials for this FOIA case have been processed in segments 1-6. FOIA 2006-0885-F (segment 7) contains records of the Clinton Administration’s efforts to overhaul the health care system in the United States. This segment is comprised of the records of Catherine Balsam Schwaber and Steve Edelstein and contains policy papers, talking points, profiles of every Congress person and Senator in the 103rd Congress, various Health Care Reform Bill mark-ups and vote tallies, correspondence, and scheduling calendars for various Health Care Task Force members. In late January of 1993, President Clinton announced the formation of the President’s Task Force on National Health Care Reform (also known as the Health Care Task Force or HCTF). First Lady Hillary Rodham Clinton chaired the Task Force and Ira Magaziner served as chief policy advisor. The HCTF also included Secretaries from the Treasury, Health and Human Services, Commerce, Labor, Defense, Veterans Affairs, and senior White House officials. These senior White House officials included the Director of the Office of Management and Budget, the Assistants to the President for Domestic Policy and Economic Policy, and the Chair of the Council of Economic Advisors. The Health Care Task Force produced the Health Security Act of 1993 which was presented to Congress in November and debated throughout 1994. It was a managed competition approach to health care reform and called for competition between insurers and government regulation to control health care costs. The Act also called for universal coverage and individual and employer mandates. Other health care reform plans were also debated, including various plans from Democratic Congressmen, the Senate Finance Committee bill, the Mitchell bill, the Chafee Bill, the Cooper-Breaux Bill, and Senator Dole’s bill. Segment 7 of 2006-0885-F consists of articles, briefing papers, news clippings, lists, memoranda, notes, presentations, press reports, statements, and talking points. This material was located in the Staff and Office files of Catherine Balsam Schwaber, and Steven Edelstein. The records of Catherine Balsam-Schwaber primarily consist of talking points and policy papers regarding pre-existing conditions, universal coverage, financing of the Health Security Act and insurance costs. Balsam-Schwaber came to the HCTF from the Deputy Press Secretary for Operations’ office. The records of Steven Edelstein consist of whip counts, notes, news clippings, and scheduling material. Edelstein, who served as the clearing house for appearance requests for the members of the HCTF, maintained detailed calendars related to appearance requests, talking points and policy papers for official use. He also kept files on all 100 Senators and all 435 members of the House of Representatives with notes and news clippings. These files were used to determine how each member of Congress was likely to vote on the various health care reform proposals. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in one collection area—Clinton Presidential Records: White House Staff and Office Files. Staff and Office Files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
