It contains the records of staffers Robert Boorstin, Roger Goldblatt, Marjorie Tarmey, Catherine Balsam-Schwaber, Simone Rueschemeyer, and Cindi Tauber. Also included are General Files, also known as the Health Care Delivery Room Central Files. The collection contains publications, correspondence, books, bulletins, drafts, testimony, memoranda, talking points, notes, reports, and newspaper articles. Most of the publications are of an official governmental nature and can be found in Tarmey’s files. They concern such subjects as Medicare, Medicaid, occupational health and safety, biomedical education, seafood safety, rural drug use, veterans’ benefits, and research animals. Scope and Content Note The materials in FOIA 2006-0885-F (segment 11) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the previous 10 segments of 2006-0885-F for additional information. This segment of Health Care Task Force (HCTF) records consists of the files of Robert Boorstin, Marjorie Tarmey, Simone Rueschemeyer, Cindi Tauber, and Roger Goldblatt. Health Care Delivery Room Central Files, also known as General Files, can also be found in the records and seem to be composed primarily of material associated with Boorstin and Catherine Balsam-Schwaber. Robert Boortsin acted as President Clinton’s health care communications director from 1993-1994. Boorstin’s records encompass a wide array of material including correspondence, newspaper articles, reports, handwritten notes, memoranda, briefing papers, and schedules. There are letters about health care matters and editorials addressing reform of the health care system (both for and against). In addition, there are materials such as receipts, authorization forms, and memos that document trips made by Boorstin in support of the Health Security Act. Catherine Balsam-Schwaber served as a Staff Assistant within the Health Care Task Force. The papers of Balsam-Schwaber, part of the General Files, (often referred to as the Health Care Delivery Room Central Files), are composed primarily of correspondence, talking points, press briefings, and newspaper articles. A portion of the letters consist of formulaic responses involving either specific groups or issues. For instance, Medicare, VA health care, and long-term care would be subject to pre-approved responses; so would senior citizens, children, and health care professionals such as dentists and nurses. The document entitled “Health Reform: How It Works” contains talking points for President Clinton’s health care initiative. Two folders of material dealing with immigration matters (obviously to be used in connection with immigrants and health care) feature press briefings by high-level administration officials discussing Clinton’s policy toward people entering the United States illegally. Roger Goldblatt ran the Health Care Reform Information Center. The files of Goldblatt contain statements, publications, books, correspondence, reports, talking points, graphs, charts, pamphlets, and copies of bills. There are state-by-state analysis of the health care reform campaign and detailed personal stories illustrating support of or oppostion to health care reform. Procedural manuals contain step-by-step instructions on how to answer health care questions over the telephone, how to code correspondence in an appropriate manner (that is, matching up the problem with the correct designation), and guidelines on the duties of representatives from the Department of Health and Human Services (DHHS) with respect to the Health Care Reform Information Center (HCRIC). Simone Rueschemeyer’s files contain newspaper articles, meeting participants, testimony, reports, profiles, and memoranda. There are several folders pertaining to Hillary Clinton’s testimony about health care reform before the House Ways and Means Committee on September 28, 1993. Questions she could expect from these Congressmen as well as brief descriptions of their legislative career are also highlighted. A report entitled “Municipal Healthcare Cooperative, Inc.,” prepared for the benefit of The National Conference of Black Mayors, Inc., dated March 4, 1993, lists recommendations to improve health care in urban settings. Coming from the Department of Health and Human Services, Marjorie Tarmey joined the HCTF in 1993. During the push for health care reform she served as the Executive Assistant to Ira Magaziner. The records of Marjorie Tarmey take up the greater part of this collection. They are comprised of government publications, reports, correspondence, books, papers, bulletins, magazines, and newspaper articles. Topics covered include biomedical research, breast cancer, automatic data processing (ADP) systems, acquired immunodeficiency syndrome (AIDS), VA health care, Medicare, Medicaid, and community based drug prevention. The years encompassed by the material here run from 1988-1993. Reports were sent in by both recognized organizations and the general public. A sampling of titles is as follows: “The Alexander Hamilton Health Coalition Program,” “Alternative Medicine: The Definitive Guide (A Synopsis),” “Caring Program for Children,” and “Fruits, Vegetables, and Cancer Prevention: A Review of the Epidemiological Evidence.” The files of Cindi Tauber, a staffer on the HCTF, contain statistical data from the Bureau of the Census in the form of charts and graphs that document subjects related to health care reform. These records are organized first by state, then by congressional districts within that state. One group of folders deals with “Age Distribution, 1990,” another group focuses on “Family Income in 1989,” and the final grouping centers around “Statistical Data Related to the National Health Plan.” State census data is in the last batch of material for Cindi Tauber. Once again the organizational scheme is by state, then by congressional district. After these two groupings, the remainder of the title is “Median Family Income, by County Component: 1990.” Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in this collection area—Clinton Presidential Records: White House Staff and Office Files. In the Staff and Office Files designated as General Files [OA/ID 4932] there was one 3 ½ diskette containing lists and other similar records related to meetings. The material from this diskette has been processed electronically and is available for research in an electronic format. Staff and Office Files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
