Freedom of Information Act (FOIA) request 2016-0943-F was for Clinton Presidential Records related to the Heavily Indebted Poor Countries (HIPC) Initiative. The following search terms were used to conduct the search: “HIPC” and “Heavily Indebted Poor Countries.” This collection includes records from the staff and office files of the National Economic Council and National Security Council pertaining to HIPC. Topics highlighted in this collection include the justification for and effects of debt relief, HIPC progress reports, outcomes, and success indicators, strengthening and improving the HIPC initiative, and achieving long-term poverty reduction through economic and social reforms. This collection also includes records relating to African debt issues, U.S. Department of the Treasury, World Bank and International Monetary Fund HIPC documents, the Cologne Debt Initiative, the United States Fiscal Year 2000 Federal Budget and HIPC funding, and Debt Relief for Poverty Reduction Act of 1999. This collection consists of memorandums, reports, talking points, remarks, and news articles. In 1996, the World Bank, International Monetary Fund, and members of the worldwide financial community created the HIPC initiative to relieve unmanageable burdens of debt held by some of the world’s poorest countries. A 1999 revision of HIPC expanded access to debt relief and defined certain criteria countries seeking debt relief through HIPC must meet to qualify for the program, such as enacting economic and social reforms designed to reduce poverty. As of 2017, 36 countries have received full debt relief under the HIPC, including 30 African nations.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
