This collection consists of correspondence regarding applications for nomination and designation as an American Heritage River, document productions, executive orders (including drafts and supporting correspondence), action plans and background, remarks, reports, resolutions, scheduling material, press statements, talking points, and printed web pages. This collection also contains material from the various American Heritage Rivers committees including agendas, background material, correspondence, and meeting notes. Scope and Content Note The materials in FOIA 2022-0496-F (Segment 2) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This collection contains material related to American Heritage Rivers. President Clinton announced this initiative in his 1997 State of the Union Address. The initiative aimed to reward communities that protected American rivers. One-hundred twenty-six communities applied for this funding by submitting action plans. Government officials on the federal, state, and local levels wrote in support of these applications. In July of 1998, President Clinton and Vice President Gore designated fourteen communities as American Heritage Rivers. The President’s designations were the Blackstone and Woonasquatucket Rivers, the Connecticut River, the Cuyahoga River, the Detroit River, the Hanalei River, the Hudson River, the Upper Mississippi River, the Lower Mississippi River, the New River, the Potomac River, the Rio Grande, the St. Johns River, the Upper Susquehanna-Lackawanna Watershed, and the Willamette River. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files, Clinton Presidential Records: WHORM (OP), Clinton Presidential Records: WHORM Various Offices, and Clinton Presidential Records: White House Staff and Office Files. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
