Mrs. Clinton sent a very limited number of emails from her White House account as the First Lady. Two email she wrote of note include an email to talk show host Oprah Winfrey and an email in regards to the DC Reads event sent to Key C. German. Scope and Content Note The materials in FOIA 2013-0913-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2013-0913-F consists of email to or from Hillary Clinton’s White House email account. Like President Clinton, Hillary Rodham Clinton sent a limited number of emails as the First Lady during the Clinton Administration. Individuals that worked in the administration were given Executive Office of the President (EOP) email accounts. The former First Lady was assigned an EOP account, and her user account or user profile was Hillary Rodham Clinton. Records responsive to this request include only email sent to or from the Hillary Rodham Clinton EOP account from 1999 – 2001. Although the FOIA request limited the search to email sent or received between 1999 and 2001, responsive email was only located in the year 1999. Two email messages from Hillary Rodham Clinton stand out among others in this small collection; the first is an email concerning the DC Reads Volunteer Opportunity sent to Key C. German; and second, an email sent to talk show host Oprah Winfrey. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in Clinton Presidential Records: ARMS Email. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
