The materials in FOIA 2020-0240-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Holly Smith was a graduate of the University of Michigan and a graduate of the National Security Education Program when she started working for the National Security Council (NSC). Smith’s initial posting was as an intern in the office of International Economics. Ultimately, she was hired as an Administrative Support Assistant in the office of Asian Affairs, NSC. In that role, Smith assisted in operating the Asian Affairs division and worked on records management issues, the administration’s accomplishments project, and was the transition coordinator for Asian Affairs. Smith returned to school in 2001 attending both the University of Virginia School of Law and Johns Hopkins University’s Paul H. Nitze School of Advanced International Studies. Smith worked for a period in private law before returning to work in the office of the United States Trade Representative. As of December 2021, Smith was in private consulting. The responsive records for this FOIA include two photographs. The first is of Ambassador Joseph Prueher with President Clinton. Ambassador Prueher–formerly Admiral Prueher and Commander of United States Pacific Command (PACOM)–was appointed as U.S. Ambassador to China in November 1999 and served in that role until May 2001. The second photograph is of Japanese Foreign Minister Yohei Kono and President Clinton. Foreign Minister Kono served in the role twice from June 1994 to January 1996 and again between October 1999 and April 2001. It is likely that these photographs were taken in February 2000. Foreign Minister Kono met with the President February 18, 2000 and Ambassador Prueher had a meeting with Sandy Berger on February 22, 2000.
