This collection consists of records concerning InterAction, a Washington, DC based alliance of 180 non-governmental organizations (NGOs). InterAction’s members focus on peace efforts, human rights, and supporting the poor and venerable around the world. This collection consists of correspondence, lists, and speech drafts concerning InterAction and Kosovo.

The materials in FOIA 2014-0595-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. InterAction is a Washington, DC based alliance of 180 non-governmental organizations (NGOs). These NGO members are large and small, secular and religious. The American Red Cross, Oxfam, YMCA, YWCA, Winrock International, and Helen Keller International are among the members. InterAction’s members focus on peace efforts, respecting human dignity, and supporting the poor and venerable around the world. InterAction currently has 21 members with active programs in Kosovo. FOIA 2014-0595-F consists of correspondence, lists, and speech drafts concerning InterAction and Kosovo. Textual correspondence dating to early April 1999 describes InterAction’s proposed principles and conditions for US relocation efforts with Kosovar Albanians. Email includes invitation lists and correspondence concerning President Clinton’s April 2, 1999 meeting with InterAction’s NGOs to discuss Kosovo. Email also consists of speech drafts and invitation lists for the April 21, 1999 White House Kosovo Humanitarian Aid Event. Records from the National Security Council include a letter written to National Security Advisor Samuel Berger in June of 1998.

Records that are responsive to this FOIA request were found in the following collection areas – Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files; Clinton Presidential Records: Electronic Daily Diary; Clinton Presidential Records: Automated Records Management System [Email]; Clinton Presidential Records: NSC Cable, Email, and Records Management System. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. WHORM files are processed at the document level. The Electronic Daily Diary is a log of the President’s daily activities and is arranged chronologically by date. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. FOIA 2014-0595-F includes WHORM records from these subject codes: CO148 Serbia - Montenegro.

Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
