The act provided appropriations for the Department of the Interior, Department of Energy, the Forest Service (Department of Agriculture), Indian Health Service (Department of Health and Human Service), and other smaller agencies. President Clinton vetoed the bill on December 18, 1995. The collection contains correspondence, mostly from Tribal Presidents, Administrators, Chairmen, Chiefs, governors, senators, and congressmen. H.R. 1977 – Department of the Interior and Related Agencies Appropriations Act, 1996 provided appropriations for the Department of the Interior, various programs of the Department of Energy, the Forest Service (Department of Agriculture), Indian Health Service (Department of Health and Human Services), and other smaller agencies. H.R. 1977 was presented to President Clinton on December 16, 1995 and he vetoed it on December 18, 1995. He stated that the bill was unacceptable because it would unduly restrict the ability to protect America’s natural resources and cultural heritage, promote the technology we need for long-term energy conservation and economic growth, and provide adequate health, educational, and other services to Native Americans. On January 4, 1996, the House of Representatives attempted to override the President’s veto and failed to gain the needed 2/3 majority. The vote was 239 to 177. The collection contains mostly correspondence from Tribal Presidents, Administrators, Chairmen, Principal Chiefs, Second Chiefs, and Governors as well as Senators and Congressmen. It also contains memoranda, statements from American Indian & Alaska Native Tribal Leaders and draft correspondence. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas – Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated Records Management System [Email], Clinton Presidential Records: Tape Restoration Project [Email] The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are printed and arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. TRP emails are printed and arranged chronologically by creation date.
