This collection consists of files maintained by Jennifer Klein, a domestic policy advisor for First Lady Hillary Rodham Clinton in the Office of Policy Development from 1993 to 1999. The collection contains memorandums, correspondence, reports, publications, remarks, talking points, and newspaper articles related to domestic policy topics, primarily women’s health, children’s health, child safety, child adoption, child development, childhood education, children’s literacy, and Medicare/Medicaid policy.

Jennifer Klein worked in the Office of Policy Development from February 1993 through January 1999. She served as a staff member on the Domestic Policy Council and was a domestic policy adviser for First Lady Hillary Rodham Clinton. This collection includes correspondence regarding domestic policy topics, primarily women’s health, children’s health, child safety, child adoption, child development, childhood education, children’s literacy, and Medicare/Medicaid policy. The bulk of correspondence records are to or from staff members in the Office of the First Lady and Domestic Policy Council. Specific topics covered in this collection include the Children’s Health Initiative, Head Start, Reading Recovery Program, White House Conference on Early Learning and the Brain, and breast cancer legislation. This collection also includes records on District of Columbia Public Schools, specifically the privatization of Connie Lee to fund school improvements and renovations, the First Lady’s visit to Cleveland Elementary School in 1997, and partnerships between schools and government agencies or schools and law firms in the Washington, DC area. This collection consists of memorandums, correspondence, reports, publications, remarks, talking points, and newspaper articles.

Records of this collection were found in Clinton Presidential Records: White House Staff and Office Files, Office of Policy Development. This collection is arranged alphabetically. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
