Scope and Content Note Researchers should consult the following systematic projects for related material: 2022-0433-S 2023-0127-S (segments 1 & 2) This collection contains the files of Jennifer O’Connor, who served as Special Assistant to the President in the White House Deputy Chief of Staff Office from 1994 thru 1996. O’Connor worked directly under Deputy Chief of Staff, Harold Ickes. As a valued assistant to Ickes, O’Connor played a significant role in the day-to-day operations of the White House Deputy Chief of Staff. O’Connor was directly responsible for a wide range of policy decisions, including labor issues, tobacco regulation, New York State, and transportation policy. The Clinton administration pursued various policies related to labor, including efforts to increase the minimum wage, support for collective bargaining rights, initiatives aimed at improving working conditions, and strike negotiations. In the mid-1990s, the Clinton administration was also embroiled in debates and discussions regarding tobacco regulation and what would eventually become the Master Settlement Agreement (MSA) with major tobacco companies. Ickes and O’Connor were key figures within the administration who worked on tobacco policy. The MSA, reached in 1998, resulted in significant changes in how tobacco products were marketed and regulated in the U.S. It also led to substantial financial settlements with tobacco companies to compensate states for tobacco-related healthcare costs. Ickes was also a seasoned political operative with deep connections in New York and was instrumental in helping the administration navigate the complexities of New York politics. O’Connor assisted Ickes with New York-related issues and served as a White House liaison and contact for the state. Before serving in the Office of Deputy Chief of Staff, O’Connor was Deputy Director in the White House Office of Management and Administration and Special Assistant in the Office of Cabinet Affairs.
