Beyrle’s responsibilities at the NSC included head of state communications and meetings, lower level contacts with foreign officials, Congressional correspondence, and the Administration’s response to the political instability in Russia in 1993, foreign aid, and preparations for the President’s 1995 trip to Moscow. The collection contains Beyrle’s systematically processed Chron files, which include correspondence, memorandums, briefing materials, press materials, and notes. Scope and Content Note The materials in FOIA 2016-0155-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. FOIA 2016-0155-F contains the National Security Council (NSC) files of John Beyrle, Director for Russia, Ukraine, and Eurasian Affairs from 1993 through 1995. A career public servant who started as a political and consular officer in the United States Embassy in Moscow, Beyrle’s work at the NSC involved handling head of state communications with Eastern European heads of state including Russian President Boris Yeltsin and Ukrainian Presidents Leonid Kravchuk and Leonid Kuchma, and taking notes during Presidential telephone calls and meetings with these dignitaries. In addition, Beyrle worked on lower level contacts with foreign officials, Congressional correspondence, the Administration’s response to the political instability in Russia in September and October 1993, foreign aid for Russia and Eastern Europe, and preparations for the President’s 1995 trip to Moscow for the 50th Anniversary of the end of World War II. Following his time in the NSC, Beyrle returned to the State Department, ultimately receiving appointments as the U.S. Ambassador to Bulgaria from 2005 to 2008 and the U.S. Ambassador to Russia from 2008 to 2012. Ambassador Beyrle retired from the State Department in 2012 with the diplomatic rank of Career Minister. The records responsive to this FOIA consist of John Beyrle’s systematically processed Chron files. These files contain copies of the NSC Records Management numbered documents that he received or worked on during his time in the Clinton Administration. They include correspondence, memorandums, briefing materials, press materials, and notes concerning a variety of issues concerning Russia and the Former Soviet Union. A number of notepads containing Beyrle’s handwritten notes were also processed in response to this FOIA request. However, all of these have been withheld in whole for national security reasons. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in this collection areas—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
