Freedom of Information Act (FOIA) request 2018-0897-F was for all records pertaining to John DiIulio, whose name is sometimes misspelled as John DiLulio. This collection consists of emails containing news articles that mention or quote John DiIulio, news articles written by DiIulio, transcripts from his appearances on television news programs, his commentary on Charitable Choice, and records of DiIulio’s visits to the White House, including his attendance at a working dinner to discuss youth violence in 1995. This collection also contains correspondence from President Clinton voicing his appreciation of DiIulio’s presence at the 1995 working dinner at the White House focusing on youth violence. There is a single memorandum from Lawrence Mone, President of The Manhattan Institute, raving about DiIulio’s recent work as a scholar in the field of crime. John DiIulio is currently a Professor of Politics, Religion, and Civil Society at the University of Pennsylvania, and was previously a Professor of Politics and Public Policy at Princeton University. He has been an adjunct fellow at the Manhattan Institute, as well as research center director at the Brookings Institution and Public/Private Ventures. In 2001 he was named as the first director of the White House Office of Faith-Based and Community Initiatives. Dr. DiIulio is known for his expertise in criminology and support of social programs in low-income communities to reduce youth violence. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of seven sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, NSC for National Security Council, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The NSC bucket contains email created or received by an individual with a National Security Council (NSC) user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same seven sub-series of email as in ARMS. TRP email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Electronic Daily Diary is a log of the President’s daily activities and is arranged chronologically by date. The Worker and Visitor Entry System (WAVES) electronic database is a log of visitors/appointments to the White House and is arranged by name of visitor there-under by date. The White House Database (WHODB) is a database of White House events and individuals that attended those events. The database also includes a log of individuals that received White House greeting correspondence. Data was entered and maintained by the Office of Correspondence, Social Office, and Office of Public Liaison. WHODB records are arranged by identification number. FOIA 2018-0897-F includes WHORM records from these subject codes: ME001 Messages (sent to Individuals) (includes Birth Date Baby) Access Collection is open to all researchers.
