Freedom of Information Act (FOIA) request 2014-0088-F was for Clinton Presidential Records related to John Kornblum, NATO, and European Security. This collection includes records from the staff and office files of the White House Counsel’s Office pertaining to John Kornblum. It includes National Security Council cables and emails pertaining to media reactions and media summaries from European countries, talking points, public affairs documents, press guidance, press briefings, and speech transcripts. The records in this collection date from 1993 to 2001. John Kornblum entered the United States Foreign Service in 1964. He served as head of the U.S. Mission to the Organization for Security and Co-operation in Europe (OSCE) from 1991 to 1994, Deputy Assistant Secretary and Assistant Secretary of State for European Affairs from 1995 to 1997, and U.S. Ambassador to Germany from 1997 to 2001. During his Foreign Service career, Ambassador Kornblum also served as a Political Officer at the American Embassy in Bonn, Germany, Chief of Political Section with U.S. Mission Berlin, Director of the State Department’s Office of Central European Affairs, and Deputy U.S. Representative to NATO. The majority of these records related to this FOIA case are closed for national security reasons. A portion of the records produced for this FOIA were from personnel files, which resulted in many closures related to personal privacy. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, and Clinton Presidential Records: NSC Cables and NSC Emails. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level; that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
