Scope and Content Note The materials in FOIA 2009-1053-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. The National Security Act of 1947 established the Joint Chiefs of Staff (or JCS) in order to provide a formal structure of joint command for the armed forces. With passage of the 1986 Department of Defense Reorganization Act (or Goldwater-Nichols Act), the JCS no longer possessed operational command. After 1986, the JCS served in an advisory capacity to the President and the Secretary of Defense. During the Clinton Administration, General John Shalikashvili served as the Chairman of the Joint Chiefs of Staff from October 1993 to September 1997. General Hugh Shelton served as the Chairman of the Joint Chiefs of Staff from October 1997 to September 2001. This collection consists of White House Office of Records Management (WHORM) Subject Files concerning the Joint Chiefs of Staff and the Departments of the Air Force, Army, Marine Corps, and Navy. The collection contains letters and press concerning possible nominations for the position of Chairman of the Joint Chiefs of Staff from within the ranks of those Departments.
