This collection consists of June Shih’s Speechwriting files regarding President Clinton's November 8, 1997 Human Rights Campaign speech and also President Clinton's 40th Anniversary of the Desegregation of Central High School remarks on September 25, 1997. The collection consists of drafts and memorandum, in addition to background materials such as press and scheduling materials.

The materials in FOIA 2015-0142-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. On September 25, 1997, President Clinton provided remarks during a ceremony commemorating the 40th Anniversary of the desegregation of Central High School. This collection contains drafts and remarks for this 1997 Central High speech. In addition, clippings describe the 40th Anniversary ceremony and diversity in American schools. President Clinton spoke at the Human Rights Campaign (HRC) Dinner on November 8, 1997. The speech primarily focused on civil rights associated with sexual orientation. This collection contains drafts, remarks, and scheduling materials concerning the 1997 HRC speech. Background materials for this HRC speech include administration accomplishments, clippings, press releases, and publications. In addition, memoranda to June Shih contain suggestions for the 1997 HRC speech.

Records that are responsive to this FOIA request were found in these collections areas—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject areas.
