The materials in FOIA 2018-0756-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Best known as the first Director of the Office of National AIDS Policy (or the country’s initial AIDS Czar), Kristine M. Gebbie has had a long and distinguished career in the field of public health. She served in the Clinton Administration from June 1993 to August 1994. Prior to that Gebbie held the posts of director of the Oregon Department of Health and Secretary of the Department of Health for the State of Washington for much of the 1980s and 1990s. Since leaving the federal government, Gebbie has held various teaching jobs across the globe. As of 2019, she is a professor at the Flinders University School of Nursing & Midwifery in Adelaide, Australia. Before assuming her present post, Gebbie was the Joan Hansen Grabe Dean of the HunterBellevue School of Nursing at the Hunter College-City University of New York from 2008-2010 and the Elizabeth Standish Gill Professor at the Columbia University School of Nursing and Director of Columbia’s Center for Health Policy for more than a decade. Gebbie holds degrees in nursing from St. Olaf College and the University of California at Los Angeles (UCLA). During her time as AIDS Czar, Gebbie continued to work toward a Doctor of Public Health in Health Policy from the University of Michigan School of Public Health. She earned her Doctorate in 1995. The Office of National AIDS Policy, established by President Clinton in 1993 and having Gebbie as its first director, was originated with coordination in mind. A part of the Domestic Policy Council, this office, according to an article in Wikipedia, “is tasked with coordinating the continuing efforts of the government to reduce the number of HIV infections across the United States. The office emphasizes prevention through wide-ranging education initiatives and helps to coordinate the care and treatment of citizens with HIV/AIDS.” An important aspect of the duties of the Office of National AIDS Policy is coordination at an international level. Through the National Security Council and the Office of the Global AIDS Coordinator, from the same article, “works with international bodies to ensure that America’s response to the global pandemic is fully integrated with other prevention, care, and treatment efforts around the world.” The responsive records that make up this FOIA come from the National AIDS Policy Office. They are divided into three sections—Chron Files from July 1993-August 1994, meetings and similar events attended by Gebbie starting with June 1993 and ending with June 1994, and alpha files involving Gebbie and the Office of National AIDS Policy. Chron Files contain correspondence, reports, handwritten notes, newspaper articles, pamphlets, certificates, press releases, copies of bills, newsletters, drawings, forms, descriptions of job openings, magazine articles, business cards, schedules, and catalogs. Most of the records are letters between constituents and Gebbie. That is, people write in to Gebbie to either congratulate her on becoming the nation’s first AIDS Czar or condemn certain policies. Many constituents were angered about the giving away of condoms to teenagers as a method of combatting the spread of AIDS. The meetings and interviews are arranged chronologically. These records contain agendas, fact sheets, reports, program guides, correspondence, pamphlets, newsletters, lists, papers, copies of bills, schedules, handwritten notes, and photos. Joycelyn Elders, who served as Surgeon General of the United States from September 1993-December 1994, participated in many of these meetings. The alpha files are arranged alphabetically. These records contain correspondence, notes, newsletters, newspaper articles, greeting cards, reports, pamphlets, emails, and postcards. How should World AIDS Day 1993 be celebrated is one topic covered in this material. There are hundreds of postcards sent in by registered nurses. They have the same content with each of them signed by a different nurse. The message was that more should be done to protect nurses against AIDS. They especially want extra attention paid to the standards followed in operating rooms for surgical procedures.

Records that were responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Alpha Files, Clinton Presidential Records: (WHORM) Subject Files, and Clinton Presidential Records: White House Staff and Office Files. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha File was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. FOIA 2018-0756-F includes WHORM records from these subject codes: FG001-08 Presidential Telephone Calls HE001-01 AIDS.

Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
