The records include correspondence, scheduling material, trip books, memoranda, reports, cables, and press materials. The President and First Lady traveled from July 6 - 12, 1994 to Latvia, Poland, Italy, and Germany. They were in Riga, Latvia for 1 day: July 6, 1994. Scope and Content Note The materials in FOIA 2011-1037-F are a selective body of documents responsive to the topic of the FOIA . Researchers should consult the archivist about related materials. FOIA 2011-1037-F concerns documents relating to the Baltic country of Latvia. WHORM Subject files contain a variety of correspondence associated with the relations between the U.S. and Latvia. There are a number of treaties dealing with a variety of topics – mutual legal assistance in prosecution of criminal acts, double taxation, reciprocal investment agreement, and an international fishery agreement which was renewed twice. The files also include personal correspondence between President Guntis Ulmanis and President Clinton relating to gifts exchanged, birthdays and holidays commemorated, and condolences offered on the death of Commerce Secretary Ron Brown in 1996. White House Staff and Office Files contain daily scheduling material for the July 1994 trip of the President and the First Lady to Latvia, Poland, Italy and Germany, coordination between American and host staff, arrangements for the G-7 summit, and material from the First Lady’s Office in the form of trip books, informational packets, and planning documents. In addition to the trip books, there are several folders of material concerning the 1995 U.S.-Latvian hospital partnership that the First Lady sponsored. The files of the National Security Council include additional information on the July 1994 trip, as well as materials regarding the numerous treaties between Latvia and the United States ratified during the Clinton Administration. There are also memos, reports, cables, and press materials regarding Latvian/Russian relations, NATO expansion, the Latvian language and citizenship laws, trade issues, and the prosecution of Nazi war criminal Konrad Kalejs. The National Security Council staff and office files further include correspondence between President Clinton and President Ulmanis and his successor, President Vaira Vike-Freiberga. The National Security Council Record Management System (RMS) documents include similar memos, correspondence, reports, and briefing materials. The records in this collection area address U.S. government official travel to the Baltics and Russia, the new treaties between Latvia and the U.S., and a 1995 trade dispute over glass-fiber welding blankets. The RMS files also contain several memorandums of telephone conversations (telcons) and letters between President Clinton and Latvian heads of state. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Within these records in the First Lady’s Press Office files, one 3.5” disk was found to hold a copy of the press schedule for the 1994 G-7. The material from this disk has been processed electronically and is available for research in an electronic format. WHORM files are processed at the document level; whereas Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
