This collection consists of letters, books, memos, reports, speeches, schedules, invitations, government publications, newspaper articles, and handwritten notes from the Chief of Staff files of Leon Panetta from 1994 thru 1997.

This collection contains the Chief of Staff files of Leon Panetta, who served as Chief of Staff for President Clinton from July 1994 to January 1997. As White House Chief of Staff, Leon Panetta was responsible for managing the 1995 and 1996 government shutdowns and trying to negotiate a resolution with the Republican leaders in Congress. He played a key role in coordinating the administration's response to the shutdowns and worked closely with President Clinton. Prior to his role as Chief of Staff, Panetta served as the Director of the Office of Management and Budget (OMB) from 1993 to 1994. In this role, Panetta was responsible for overseeing the preparation of the federal budget and for coordinating the administration's economic policies. Before being nominated to the OMB, Leon Panetta served in the United States House of Representatives from 1977 to 1993, representing California's 16th congressional district. After leaving the Clinton administration, Panetta later held a number of other senior positions in the federal government. Panetta served as the Director of the Central Intelligence Agency (CIA) from 2009 to 2011, and as Secretary of Defense from 2011 to 2013, under President Barack Obama. The records in this collection include correspondence with members of Congress, public mail, books and publications sent to the Chief of Staff, invitation regrets, briefing and trip books from 1994 and 1995, and telephone message forms to various members of the Chief of Staff’s office. In this collection, a range of issues during the early to middle half of the Clinton presidency are covered, including balancing the Federal budget, affirmative action, campaign finance reform, tobacco, health care reform, and the previously mentioned government shutdowns. The records contain letters, books, memos, reports, speeches, schedules, invitations, government publications, newspaper articles, and handwritten notes.
