The collection contain invitations, correspondence, event briefings, and scheduling memos. The records are concentrated mostly on the time period of June through September of 1995. Scope and Content Note The materials in FOIA 2013-1102-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Leon E. Panetta began his political career as a Republican, taking a job in 1966 as a legislative assistant to US Senator Thomas H. Kuchel, a moderate Republican from California who was the Senate Minority Whip. Three years later, Panetta moved to the Nixon administration, serving as a special assistant to Secretary of Health, Education and Welfare Robert Finch, and then as director of the US Office for Civil Rights, where he was responsible for enforcement of equal education laws. Mr. Panetta practiced law until 1976, when he was first elected to Congress from the 16th congressional district of California, covering Monterey, Salinas and parts of the central coast. In January of 1993, he left Congress to become President Bill Clinton’s director of the Office of Management and Budget. A year later, the President chose Panetta to become his White House Chief of Staff. Mr. Panetta is credited with bringing more structure and limiting access to the President in order to focus his energies on key issues and lessen distractions. Mr. Panetta’s files as Chief of Staff were almost completely organized by topic rather than by date. A notable exception to this filing system was the summer of 1995, when the political calendar necessitated the keeping of daily files in order to make sense of the many meetings and briefings competing for his and the President’s limited hours. This time period, from June through September of 1995, make up the vast majority of this collection and the sheer variety of topics covered amply demonstrate the many competing interests and activities that Mr. Panetta had to juggle in order to keep the White House on track. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in one collection area — Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity.
