This collection contains letters, memos, reports, speeches, email, newspaper articles, and handwritten notes from the Staff Secretary files of Lisel Loy from 2000 thru 2001. Scope and Content Note This collection contains the files of Lisel Loy, who served as Special Assistant to the President, Staff Secretary from 2000 thru 2001. As the last Staff Secretary, Loy managed and oversaw the paperwork coming in and out of the Oval Office. Previously, she served as special counsel in the U.S. Department of Interior, and, as of 2019, she is vice president of programs and director of the Prevention Initiative for the Bipartisan Policy Center in Washington, D.C. The records in this collection cover a variety of topics during the last four months of the Clinton presidency, most notably pardons, candidates for the Medal of Freedom, presidential remarks, thankyou/farewell letters from White House staff and members of the cabinet to President Clinton, and final interview requests. The records contain letters, memos, reports, speeches, emails, newspaper articles, and handwritten notes. Record Type Textual System of Arrangement Records of this systematically processed series were found in Clinton Presidential Records: White House Staff and Office Files, Staff Secretary. This series consists of two subseries: Chron Files and Subject Files. The Chron Files are arranged by date order and are followed the Subject Files, which are arranged alphabetically. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
