Researchers should consult the following FOIA for related material: 2006-0197-F This collection contains the files of Lynn Cutler, who served as Deputy Assistant to the President and Senior Advisor to the Chief of Staff for Indian Affairs and Special Projects from 1999-2001. To rebuild relations with Native Americans before the 2000 election, Cutler's position was created in 1999. Cutler was formerly the Deputy Director of White House Intergovernmental Affairs and had served since 1997 as the liaison/contact with the Native American community. As Deputy Director, Cutler was directly responsible for relations with cities/counties, state and local elected officials, and, most particularly, Native Americans. During the Clinton administration, there were several initiatives and policies that impacted Native American communities. President Clinton emphasized the importance of government-to-government relations with Native American tribes. This approach aimed to strengthen sovereignty and self governance among tribes, recognizing them as sovereign nations within the United States. This included providing federal recognition to tribes that had historical ties but had not been officially recognized before. There were also efforts to promote economic development and job creation in Native American communities, which involved initiatives to improve infrastructure, healthcare, and education, as well as supporting tribal enterprises and businesses. The Clinton administration worked on expanding healthcare services and educational resources for Native Americans and increased funding for Indian Health Services (IHS). The Clinton administration also addressed environmental and natural resource management issues affecting Native American lands. This comprised of policies related to land use, natural resource conservation, and protection of cultural sites. Overall, the Clinton administration sought to strengthen the relationship between the federal government and Native American tribes, focusing on promoting self-governance, economic development, healthcare, education, and environmental stewardship within Native American communities. These efforts reflected a commitment to addressing longstanding challenges and advancing the rights and interests of Native Americans. Before serving in the Clinton administration, Cutler was teacher by training and later a Head Start administrator. Starting in 1981, after senior leadership in the Iowa Democratic Party, Cutler served three terms as Vice Chair of the Democratic National Committee (DNC) and was the DNC’s liaison to statewide and elected officials. In 1994, Cutler was appointed by President Clinton to be a permanent delegate to the United Nation’s Fourth World Conference on Women in Beijing, held in September 1995. As a senior advisor to the 1996 Clinton/Gore reelection campaign, Cutler was the liaison to elected officials and tribal leaders nationwide. 2024-0541-S consists of correspondence, memoranda, newspaper and magazine articles, invitations, reports, schedules, speeches, press releases, resumes, and handwritten notes.
