This collection consists of records relating to MacArthur DeShazer, who served as Director of African Affairs at the National Security Council during the Clinton Administration, and United States policy towards Rwanda from 1993-1994. Memoranda, reports, correspondence, papers, cables, and emails make it clear that DeShazer’s major worry revolved around mounting relief operations at the height of the genocide taking place in Rwanda. All of the Chief of Staff files had already been pulled for previous FOIA cases vis-à-vis the slaughter capturing the world’s attention.

The materials in 2006-0192-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0192-F consists of memos, reports, correspondence, papers, cables and emails dealing with MacArthur DeShazer, who was Director of African Affairs at the National Security Council from 1993-1996. In this capacity he served as Donald Steinberg’s deputy during the genocide in Rwanda. The records show that one of his major concerns at the height of the genocide in Rwanda was relief operations for the beleagured country. He was trying to ascertain where the funds were coming from and if they would be adequate for the situation at hand. After he left the NSC, DeShazer became the Executive Director of the National Summit on Africa from 1996-1998, did a brief stint as Deputy Undersecretary in the Department of Labor, and later on the board of the Council on Foreign Relations. In the case of White House Staff and Office Files, all the relevant records had been pulled for other FOIA’s concerning the genocide in Rwanda. The NSC Cable, Email, and Records Management Systems did provide a few records of interest. The NSC Cables consist of summaries of stories appearing in the foreign press, situational reports provided by various organizatons within the United Nations and nongovernmental organizations (e.g., the International Committee of the Red Cross) and eyewitness accounts concerning the violence and problems associated with the mass exodus of refugees from Rwanda into neighboring countries. NSC Emails which were found to be responsive to this FOIA were few in number. One of the more substantive emails contains foreign policy talking points concerning Africa that President Clinton carried to the 20th G-7 meeting in Naples, Italy in July 1994. In the instance of the NSC Records Management System the U.S. response in the aftermath of the estimated 500,000 deaths in Rwanda received some attention. DeShazer and his colleagues wanted to bring some semblance of order back to Rwanda and worried that a similar atrocity could take place in neighboring Burundi.

Records that were responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
