Dee Dee Myers (born Margaret Jane Myers) served as White House Press Secretary from January 1993 to December 1994. She became the first woman to hold that position and the second youngest person to attain such a post. FOIA 2011-0587-F consists of correspondence, memoranda, notes, talking points, newspaper articles, reports, papers, lists, resumes, schedules, press briefings, press releases, and statements. In the WHORM [White House Office of Records Management] Subject Files, there are records related to a telephone interview with Carl Cannon of the Baltimore Sun and the potential of President Clinton appearing on Sesame Street. The White House Staff and Office Files relevant to this request all come from the Office of the Press Secretary. Daily press guidance on all manner of foreign policy and domestic issues can be found throughout the records. For instance, there is information on the United States monitoring human rights conditions in Haiti. Myers often received cables, notes, and memos from government agencies and departments telling her of new items to add to the press guidance for certain situations and countries. There are additional records related to scheduled press briefings for the APEC [Asian-Pacific Economic Cooperation] meeting held in Seattle in November 1993 as well as a paper entitled “Themes for Seattle APEC Events.” Specifically, the working dinner associated with the meeting will enable President Clinton “to build rapport among the fifteen [leaders of countries] and presage the next day’s retreat agenda and discussion.”

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: WHORM Subject Files and Clinton Presidential Records: White House Staff and Office Files. The White House Office of Records Management [WHORM] contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files are maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is individual documents are not selected and removed from a folder for processing. While this method maintains integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
