This collection consists of correspondence, email, memoranda, talking points, and background points of Margaret Thatcher, former Prime Minister of the United Kingdom, and her correspondence with President Clinton. Margaret Thatcher had been out of office two years prior to President Clinton’s inauguration resulting in limited communication between the two.

The materials in FOIA 2006-0216-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. When President Clinton took the oath of office on January 20, 1993, Margaret Thatcher had been out of the Prime Minister’s office for over two years. Therefore, any correspondence between the two heads of state is limited and any documents on the subject of Margaret Thatcher are nowhere as great as her successor, John Major. FOIA request 2006-0216-F contains materials from several White House staff offices, the majority being the National Security Council (NSC) Email System. The White House Office of Records Management (WHORM) Subject Category for presidential messages contains a letter from President Clinton to Margaret Thatcher, congratulating Thatcher on receiving the Simon Wiesenthal Center’s Humanitarian Laureate Award in 1994. The NSC Cable, Email, and Records Management Systems contain additional information about the relationship between Margaret Thatcher and the Clinton Administration. The NSC Email System includes the President’s talking points for a November 1995 phone call to enlist her support of the Dayton Peace Agreement. Also included is a memo to Sandy Berger that discusses potential public affairs activities in the push for Senate ratification of NATO enlargement; an op-ed by Thatcher is mentioned. Finally, there are background points for Mack McLarty’s 1995 lunch at the British Embassy in honor of Thatcher.

Records responsive to this FOIA request were found in two collection areas—Clinton Presidential Records: WHORM Subject Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. WHORM Subject files are processed at the document level. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
