Scope and Content Note This collection contains the files of Maria Echaveste, who served as Deputy Chief of Staff from June 1998 to January 2001. Echaveste was among the highest-ranking Latina officials in the Clinton administration, and one of the few Latinas ever to hold such a senior White House advisory role. As Deputy Chief of Staff, Echaveste oversaw domestic policy initiatives such as education, civil rights, immigration, bankruptcy reform, and Latin America programs like Plan Colombia and the Caribbean Basin Initiative. Echaveste's policy work in the Clinton White House was wide-ranging and influential across multiple domestic policy issues. These included initiatives aimed at improving public education and increasing federal support for under-resourced schools. She advocated for education funding that supported disadvantaged and minority students, aligning with President Clinton’s goals to reduce the achievement gap and played a central role in developing Clinton-era immigration reforms, including support for legislation offering a path to legal status for certain undocumented immigrants. Finally, she coordinated White House efforts in response to both domestic natural disasters and international humanitarian crises, often working with FEMA (Federal Emergency Management Agency) and the State Department. Before joining the Chief of Staff’s office, Echaveste was Director of Public Liaison from February 1997 thru June 1998, succeeding Alexis Herman. Prior to her White House service, she led the U.S. Department of Labor’s Wage and Hour Division, where she spearheaded initiatives like the “anti-sweatshop” campaign.
