The records include correspondence, briefing materials, and memoranda. Scope and Content Note The materials in FOIA 2012-0049-F are a selective body of documents responsive to the topice of the FOIA. Researchers should consult the archivist about related materials. The records responsive to this FOIA request consist of Martin Indyk's files on the Israeli-Jordanian peace negotiations, which culminated in the treaty that was signed on October 26, 1994. Following the signing of the Israel-Palestinian Declaration of Principles on Interim Self-Government Arrangements (the Oslo Accords) in September 1993, there was an impetus for comprehensive peace between Israel and its Arab neighbors. Negotiations between Jordan and Israel, with the U.S. acting as a mediator, began almost immediately and continued throughout early 1994. The negotiations gained momentum after Jordanian King Hussein, Israeli Prime Minister Yitzhak Rabin, and President Clinton signed the Washington Declaration at the White House on July 25, 1994. The Declaration ended the state of enmity that had existed between Jordan and Israel since 1948. It also committed the parties to concluding a more formal and permanent peace. They achieved this with the signing of the Treaty of Peace between the Hashemite Kingdom of Jordan and State of Israel on October 26, 1994 near the Israeli-Jordanian border. In addition to normalization of the relations between the two nations, the treaty resolved disputes over the border and water resources. President Clinton and Secretary of State Warren Christopher were in attendance at the ceremony. Throughout the Israeli-Jordanian negotiations, Martin Indyk served as the head of the National Security Council's Near East and South Asian Affairs (NESA) directorate and was very involved in the Clinton Administration's role during the process. The records processed in response to this FOIA request include material from the White House Staff and Office Files of Martin Indyk as well as NSC Records Management System (RMS) numbered documents that were either recorded as created or received by Indyk’s office. The documents consist of correpondence from outside the White House, including non-profit organizations and members of Congress, regarding the Middle East Peace Process (MEPP), briefing materials related to meetings and telephone calls with Israeli and Jordanian officials, memoranda regarding NSC staff travel on MEPP business, and correpondence regarding aid to Jordan. These records specifically include material related Presidential phone calls and trilateral meetings with King Hussein, Jordanian Crown Prince Hassan, Prime Minister Rabin, and Israeli Foreign Minister Shimon Peres. The majority of these records related to this FOIA case are closed for national security reasons. Records partially responsive to this FOIA request may also be found within the following previously processed cases: 2006-0183-F (Telcons and Correspondence with King Hussein), 2008-0728-F (the summit between President Clinton, Yasser Arafat, and Yitzhak Rabin in September 1993), and 2008- 0732-F (United States-Jordan relations in 1994).
