The EOC was chaired by the National Security Council and had its membership include representatives from the Department of State, Treasury, Defense, Justice, Commerce, Energy, National Economic Council, Council of Economic Advisors, and the Intelligence Community. Scope and Content Note The materials in FOIA 2018-0200-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This Freedom of Information Act (FOIA) request was for records that contained the names of the members of the Enrichment Oversight Committee. Records responsive to FOIA request 2018-0200-F include agenda, summary of meetings, notes, correspondence, memoranda, reports, emails, and administrative paperwork. The Enrichment Oversight Committee (EOC) was created by Executive Order 13085 which was signed by President Clinton on May 26, 1998. The EOC was to be chaired by the National Security Council and have its membership include representatives from the Department of State, Treasury, Defense, Justice, Commerce, Energy, National Economic Council, Council of Economic Advisors, and the Intelligence Community. The Department of Energy was to provide for the operation of the committee. Among the goals of the committee was to see that the United States Enrichment Corporation (USEC) fulfilled its obligations as Executive Agent of The Agreement between the Government of the United States of America and the Government of the Russian Federation Concerning the Disposition of Highly Enriched Uranium (which is more often called the HEU Agreement). The EOC was also to oversee the USEC privatization to ensure that it went smoothly and to protect the national security interests of the United States. USEC was created by the Energy Policy Act of 1992. In 1996, Congress passed and President Clinton signed the USEC Privatization Act. As a government owned corporation the USEC was uniquely regulated and accountable to government interests. As a privatized company however, the government would not have access to proprietary information that might have national security implications. The solution of the Clinton Administration was the creation of the EOC. The EOC assumed many of the responsibilities of the HEU Purchase Oversight Committee—itself created by the President in August 1996—through a subcommittee called the HEU Agreement Oversight Committee. With the EOC in place the privatization of USEC was allowed to move forward. United States Enrichment Corporation was privatized on July 28, 1998 as a subsidiary of USEC, Inc. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
