This collection contains electronic material related to the Middle Class Bill of Rights. This collection consists of talking points and drafts of talking points, press briefings and releases, remarks by the President, and internal discussions and memoranda between White House staffers working on various aspects of the MCBR.

The researcher submitted a FOIA request for material related to the Middle Class Bill of Rights. President Clinton first introduced the Middle Class Bill of Rights (MCBR) in late 1994 as part of his legislative agenda, in response to the Republicans’ “Contract with America.” The agenda consisted of four main components that aimed to provide tax relief for the middle class and increase economic prosperity. The four components were a tax deduction of up to $10,000 for tuition; a $500 tax credit for each child under the age of 13; expanding Individual Retirement Accounts (IRAs); and job training. When President Clinton proposed his “Middle-Class Bill of Rights Tax Relief Act of 1995,” the job training element–now specifically called the “GI Bill for America’s Workers”–was left out. The bill was ultimately rejected by the House, but its components were eventually enacted in 1997 as part of the President’s Balanced Budget Act. Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: (SAS) Automated Records Management System [Email] and Clinton Presidential Records: (SAS) Tape Restoration Project [Email]. The Executive Office of the President (EOP) subsystem of the Electronic Records Archive (ERA) contains electronic records created or received by Clinton Administration officials. These records are stored in Search and Access Sets (SAS) that represent their originating computer program. Search strings are used to locate records responsive to FOIA requests, and responsive assets are placed into Search Results Lists (SRLs). Depending on the complexity of the search, there may be multiple SRLs within each SAS. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The Tape Restoration Project (TRP) is a database that contains restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. This system maintained unclassified Presidential email.

Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
