It contains cables, emails, and written correspondence regarding Botez, including meetings with him as well as reactions to his death. Scope and Content Note The materials in FOIA 2020-0139-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. FOIA 2020-0139-F contains records concerning Mihai Horia Botez, the Romanian Ambassador to the United States from September 1994 until his death in July 1995. Born in Bucharest in 1940, Botez was a widely recognized mathematician, statistician, and futurist. Fleeing the Communist regime of Nicolae Ceausescu, he received asylum in the United States in 1987. He returned to Romania after Ceausescu’s defeat in the anti-communist revolution of December 1989. In 1993, the new Romanian President Ion Iliescu appointed him the Romanian Ambassador to the United Nations. President Iliescu then named him Ambassador to the United States the following year. Botez passed away during a visit to Bucharest following an internal hemorrhage on July 11, 1995. The records responsive to this FOIA request consist of National Security Council (NSC) cables, emails, records management system numbered documents, WAVES and WHODB records. These include a cable regarding the United Nations Economic and Social Council (ECOSOC) meeting in 1994, where Botez was elected to ECOSOC’s bureau. There are emails between NSC staffer regarding meetings and visits with Botez, as well as reactions to his death. The records management system documents include correspondence regarding the appointment of Botez as Ambassador to the United States in 1994 and a copy of the condolence message from Richard Schifter to Romanian Foreign Minister Melanscanu on the occasion of Botez’s death. There are also entrance logs for visits to the White House. Additional records responsive to this request have previously been processed in FOIA 2013-0416-F. The database also includes a log of individuals that received White House greeting correspondence. Data was entered and maintained by the Office of Correspondence, Social Office, and Office of Public Liaison. WHODB records are printed and arranged by Event Type or Individual, and further arranged chronologically by appointment date. The Electronic WAVES Search System is a log of visitors/appointments to the White House and is arranged by name of visitor there-under by date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
