McCurry served as the White House Press Secretary from 1995 till October of 1998. The collection contains daily press guidance and briefings, invitations, statements, talking points, reports, and emails. The records include material on adoption, AIDS, budget, child welfare, drug policy, education, minimum wage, press interviews, technology and welfare.

Michael (Mike) McCurry served as the White House Press Secretary for President Clinton from 1995 to October of 1998. He is a Washington D.C. based political strategist with 35 years of experience. Prior to serving as the White House Press Secretary Mr. McCurry was a spokesman for the Department of State from 1993 to 1995 and was chief spokesman for Warren Christopher. He was Director of Communications for the Democratic National Committee from 1988 to 1990 and served several leadership roles with national campaigns from 1984 to 2004. After leaving the White House Mr. McCurry co-chaired the Commission on Presidential Debates and served on numerous boards or advisory councils, which included Share Our Strength, the Junior Statesmen Foundation, the Children’s Scholarship Fund, the Wesley Theological Seminary, and the United Methodist Commission on Communications. He is a partner at Public Strategies Washington, Inc. where he provides counsel on communications strategies and management to corporate and nonprofit clients. This FOIA includes Daily Press Guidance from the General Files of the Press Office and Mike McCurry’s files that include memoranda and correspondence regarding press relations/strategy. Although containing some material on press guidance, Mike McCurry’s files are not wholly responsive to the subject area and contain personal correspondence. Responsive records contain daily press briefings and guidance, invitations, news articles, Q&A’s, statements, talking points, emails, and reports. The records include material on adoption, AIDS, AmeriCorps, budget, child welfare, community, consumer price index, deaths, drug policy, education, environment, health, medicare, minimum wage, Nielsen ratings, race relations, technology, television and welfare. Email created by Michael McCurry consists of brief correspondence with White House Staff concerning on air appearances, press interviews with the President and staff, and discussions of press briefings. Few emails specifically address press strategy; with one exception, an email containing a memo from McCurry to Chief of Staff Erskine Bowles concerning the objectives and mission for the White House Press Office.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, and Clinton Presidential Records: TRP Emails. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
