This collection consists of material regarding Monica Lewinsky, White House intern in 1995 and 1996. The collection reflects both Lewinsky's employment in the White House as well as the investigation into President Clinton's relationship with Lewinsky and the resulting impeachment. The collection contains records relating to Lewinsky's job duties such as email correspondence (including email sent and received by Lewinsky's user account), form letters, photograph requests, resumes, and telephone lists. Textual records include documents produced for the Office of Independent Counsel, Judiciary Committee reports and transcripts, and released court documents.

Investigation into President Clinton’s relationship with Monica Lewinsky resulted in Clinton becoming the second U.S. president to be impeached by the House of Representatives. Monica Lewinsky worked in the White House in both 1995 and 1996. Lewinsky interned for the Chief of Staff’s Office starting in July 1995. In November 1995, Lewinsky began working in a correspondence position within the Office of Legislative Affairs. In April 1996, Lewinsky was transferred to the Pentagon. This collection reflects both Lewinsky’s employment in the White House and the investigation into President Clinton’s relationship with Lewinsky. Lewinsky’s name surfaced during the discovery phase of a civil sexual harassment case involving President Clinton in December of 1997. Lewinsky was served with a subpoena to give deposition and produce documents and items for Jones v. Clinton. During the Jones v. Clinton case in mid-January of 1998, Linda Tripp, a Pentagon colleague of Lewinsky, contacted the Office of Independent Counsel (OIC) with allegations concerning President Clinton’s relationship with Lewinsky. The Office of the Independent Counsel was led by Kenneth Starr, who also investigated Whitewater, the death of Deputy White House Counsel Vince Foster, the travel office firings, and the White House FBI files controversy. Tripp also contacted news organizations about Lewinsky’s relationship with President Clinton around this time. On January 15, 1998, the OIC requested that the Department of Justice grant authority to investigate the Lewinsky allegations. The request was approved the next day. Later that month, White House offices received document requests regarding Lewinsky from the OIC. Also in January and as part of the Jones v. Clinton case, Lewinsky signed the “Affidavit of Jane Doe #6” and denied having a sexual relationship with President Clinton. Later that month during the deposition of President Clinton in the case of Jones v. Clinton, Clinton answered questions concerning his relationship with Lewinsky and denied having a “sexual affair”, a “sexual relationship”, or “sexual relations” with Lewinsky. On January 23, 1998, several of President Clinton’s aides were subpoenaed to provide testimony on his relationship with Lewinsky before a federal grand jury. Betty Currie, President Clinton’s personal secretary, provided testimony in late January of 1998 and again in May of 1998. A release by the House Judiciary Committee showed that much of Currie’s testimony focused on gift exchanges between Lewinsky and President Clinton. President Clinton and Lewinsky exchanged gifts between late 1995 and December 1997. In February of 1998, Lewinsky and her lawyers provided an initial handwritten proffer to the OIC as a summary of her proposed testimony. In addition to noting “physically intimate contact” between Lewinsky and President Clinton, the proffer also raised the possibility of obstruction by President Clinton during his Jones v. Clinton deposition. After Lewinsky submitted her final proffer in July of 1998 and was granted transactional immunity in exchange for grand jury testimony, Lewinsky was questioned extensively about her relationship with President Clinton in a Grand Jury room of the United States District Court for the District of Columbia and by the OIC. Lewinsky provided grand jury testimony on August 6 and August 20, 1998 and a deposition to the OIC on August 26, 1998. During grand jury testimony on August 17, 1998, President Clinton acknowledged “inappropriate intimate contact” with Lewinsky and also commented on gift exchanges with Lewinsky. In a televised statement on the evening of August 17th , President Clinton admitted that his relationship with Lewinsky was “not appropriate.” After Lewinsky’s testimony, the OIC, the White House, and the House of Representatives’ Committee on the Judiciary compiled documents describing President Clinton’s relationship with Lewinsky. On September 9, 1998, the OIC submitted its Referral (and the Referral’s Appendices) to the House of Representatives. This Referral, also known as the Starr Report, consisted of “substantial and credible information that President William Jefferson Clinton committed acts that may constitute grounds for an impeachment”. The OIC’s Referral also included Appendices containing an appendix, document supplements regarding both President Clinton and Lewinsky, documents cited in the Referral, and Bates numbered documents. The Office of White House Counsel, along with President Clinton’s external legal team, provided a Preliminary Memorandum and Initial Response concerning Referral of Independent Counsel to the House of Representatives in September of 1998. The Preliminary Memorandum provided key points of President Clinton’s case in anticipation of Starr’s Referral, while the Initial Response challenged the Referral’s allegations concerning Lewinsky. In October of 1998, the Office of the White House Counsel also provided Memorandum Regarding Standards for Impeachment to the House of Representatives’ Committee on the Judiciary. On November 19, 1998, Independent Counsel Ken Starr delivered his statement regarding impeachable offenses to the House of Representatives’ Committee on the Judiciary. The White House also presented its case in defense of the President during this Judiciary Committee’s impeachment hearing. In December of 1998, the House Judiciary Committee submitted both its report and dissenting views on the impeachment of President Clinton. As a result, President Clinton was impeached by the House of Representatives on December 19, 1998. The Senate’s impeachment trial of President Clinton began in January of 1999. Thirteen Republicans from the House of Representatives’ Committee on the Judiciary serving as “managers” presented their case for the impeachment of President Clinton from January 14 to January 16. Lewinsky gave her deposition to the Senate in early February of 1999. On February 12, 1999, the Senate found President Clinton not guilty of the perjury and obstruction of justice charges which stemmed from his testimony concerning Lewinsky. In the spring of 2000, additional material regarding Lewinsky surfaced in the White House. The majority of this material was email correspondence between Lewinsky’s Pentagon account and Ashley Raines’s White House account. Raines, a friend of Lewinsky who worked as the White House Director of Office and Policy Development Operations, provided testimony to the OIC in January of 1998. Letters within this FOIA case indicate that White House Counsel provided many of these Bates numbered documents to the OIC from the restored, non-ARMS managed e-mail database. White House Counsel created several similar document productions for this OIC request in 2000. Due to the conversational nature of email, large numbers of these records are closed in part or in full due to personal privacy concerns. The general files of the White House Office of Records Management contain copies of materials produced in the processes of responding to the subpoenas. These include search notes and printouts, correspondence, and White House entry logs. Correspondence in the Alpha Project File and Subject File describes gift transactions between President Clinton and Lewinsky, the Lewinsky allegations, the legal authority of the OIC, and news polls concerning the Lewinsky situation. The Subject File also includes President Clinton’s public remarks on the Lewinsky allegations and inventories regarding archived material on Lewinsky. Forms for photographs reflect Lewinsky’s work in the White House. The Correspondence Office files of Daniel Burkhardt and Delia Cohen consist of letters and emails to President Clinton. This correspondence is primarily from children and young adults. The subject matter of this correspondence concerns “President Clinton’s conduct during the Monica Lewinsky ordeal and the President’s speech to the Nation that followed.” These letters and emails were not answered by the White House. The Correspondence Office filed non-responsive correspondence with these “Lewinsky ordeal” materials. The Correspondence Office’s General Files contain forms and letters responsive to the OIC’s document request regarding Lewinsky in January of 1998. Draft letters to Lewinsky concern Lewinsky’s gifts to President Clinton and employment opportunities. Form letters addressing a myriad of constituent concerns illustrate Lewinsky’s work at the White House. Additionally, internal White House correspondence describes compliance with the Lewinsky document request. Counsel’s Office files contain material from various staffers, including Lanny Breuer, Greg Craig, Michael Imbroscio, Emily Karcher, James Kennedy, Lisa Klem, Bruce Lindsey, Bridget McGovern, Cheryl Mills, Beth Nolan, Shelli Peterson, Kathy Ruemmler, Charles Ruff, Greg Smith, Jason Wilson, and Brad Winter. The files on Lanny Breuer, Special Counsel to the President, include affidavits, agreements, articles, depositions, exhibits, interviews, letters, memoranda, proffers, reports, testimony, and transcripts. The “Appendix” and “Briefing Book” binders in Breuer’s files contain the House Judiciary Committee reports with dissenting views on the impeachment of President Clinton; White House memoranda concerning referral to the OIC and standards for impeachment; and selected depositions, interviews, and testimony. The “Book 1” and “Book 2” binders in Breuer’s files contain selected affidavits, agreements, depositions, exhibits, interviews, proffers, testimony, and transcripts. Breuer’s files also contain news articles used as White House exhibits, released court documents concerning Jones v. Clinton in 1998, and letters discussing Lewinsky’s immunity agreement and her 1999 deposition to the Senate. Greg Craig served as Assistant to the President and Special Counsel in the White House during the Clinton Administration. The files of Craig contain statements regarding both Lewinsky’s affidavit and the chronology of events concerning Lewinsky, Tripp, and Jones. In addition, selections of reports describe Lewinsky’s grand jury testimony. The files of Michael Imbroscio, Associate Counsel to the President, contain the Office of the Independent Counsel’s Referral to the United States House of Representatives and the Appendices to the Referral. Imbroscio’s files also include Starr’s statement to the House of Representatives’ Committee on the Judiciary and a transcript of the Judiciary Committee’s impeachment hearing on November 19, 1998. In addition, Imbroscio’s files contain typed notes summarizing both released interviews and testimony concerning Clinton’s relationship with Lewinsky. The combined files of Emily Karcher and Beth Nolan contain copies of emails between Monica Lewinsky and Ashley Raines throughout 1997, when Ms. Lewinsky was employed at the Pentagon. The files include copies of previously sealed U.S. District and Appellate Court records concerning a legal battle that took place in early spring 1998 concerning the subpoenas served to Lewinsky and her former attorney, Frank Carter. Most of the records in this case, In re: Grand Sealed Case, were unsealed by court order in December 1998. James Kennedy served as Spokesman and Special Advisor to White House Counsel during the Lewinsky investigation. Articles, correspondence, drafts, letters, notes, quotes from news sources, released court documents, selections from released OIC documents, statements, talking points, and timelines all concern the authority and conduct of the OIC investigation. Kennedy’s files also contain draft responses to the Lewinsky allegations and a copy of the Trial Memorandum of the House of Representatives for President Clinton’s impeachment trial. A transcript of Lewinsky’s deposition to the Senate and affidavits are also within Kennedy’s files. Lisa Klem was Associate Counsel to the President during the OIC’s Lewinsky-related document request. Klem’s file contains documents added to a White House document production and provided to the House Committee on Government Reform. Bruce Lindsey served as Assistant to the President and Deputy Counsel. Lindsey’s files contain articles, correspondence, and notes. Articles describe allegations of misconduct by the OIC. Other articles and notes concern Linda Tripp and also Lewinsky’s legal team. Correspondence concerns the OIC’s subpoena of telephone records from Lindsey’s residence. Also, letters from Members of Congress and the President’s lawyer, David Kendall, describe allegations of improper management associated with the OIC investigation, including leaks of grand jury information, prosecutorial misconduct, and conflicts of interest. Lindsey’s files also contain the document supplement of the OIC’s Referral concerning Lewinsky’s statements. Bridget McGovern and Brad Winter shared files concerning Lewinsky. McGovern was Special Assistant to the White House Counsel’s Office in the last year of the Clinton Administration. McGovern and Winter’s files contain inventories of materials concerning Lewinsky, letters concerning document requests relating to Lewinsky in 1998, and copies of photographs of President Clinton with Lewinsky. Cheryl Mills, Deputy Assistant to the President and Deputy Counsel, defended President Clinton during his impeachment trial in 1999. Mill’s files contain White House Counsel’s drafts and statements concerning depositions in the Senate in February of 1999. Mills’ files also contain copies of the depositions of Lewinsky and Vernon Jordan, a friend of President Clinton who provided assistance with Lewinsky’s career path. The shared files of Cheryl Mills, Charles Ruff, and Gregory Craig contains the “Manager’s Exhibits” from the impeachment trial in the Senate. Tables describe these exhibits which consist of phone records and excerpts from testimony. Letters in these shared files describe Lewinsky’s immunity agreement and her 1999 deposition to the Senate. Shelli Peterson was Associate Counsel to the President during the OIC’s Lewinsky related investigation. These files contain Peterson’s selections concerning text from Lewinsky’s deposition in the Senate, in addition to WAVES entries indicating Lewinsky’s presence in the White House. Other papers in Peterson’s files belong to a Bates numbered document set. Responsive files were located within the “HB”, “O”, and “S” series of this document set. The “HB” series largely consists of documents reflecting Lewinsky’s employment with the Federal government. Such Lewinsky-related materials include tables documenting entry into the White House and lists of attendees at White House events. Other documents describe gift exchanges between President Clinton and Lewinsky. Emails reflect Lewinsky’s employment responsibilities and other White House functions, such as scheduling updates and office inventory. Documents in the portion of the document set labeled “O” consist of a variety of materials. Letters and press releases, in addition to published articles and transcripts, were collected by Sydney Blumenthal, a senior advisor to President Clinton. The majority of these materials describe issues with Starr’s investigation into the Lewinsky allegations. The “O” series also contains Blumenthal’s telephone logs. In addition to documents regarding Blumenthal, the “O” series contains a list of phone numbers compiled by both Lewinsky and Doug Band. Documents in the “S” series of this document set for the most part include talking points and statements regarding President Clinton’s testimony. In addition, the “S” series includes a timeline and published transcripts discussing Lewinsky’s relationship with Tripp. Kathy Ruemmler served as Associate Counsel during President Clinton’s last year in office. Emails in Ruemmler’s files dated May to August 1993 reflect Tripp’s employment at the White House. The email dated July 1995 to April 1996 reflects Lewinsky’s internship and employment at the White House. Ruemmler’s files also contain correspondence, emails, and lists regarding search terms for the OIC’s investigation into Lewinsky’s White House emails. Ruemmler’s files also contain a Bates labeled set of email correspondence between Lewinsky and Raines. These “Z” series emails are dated from February 1997 to December 1997 and arranged chronologically. These Bates numbered documents include email and lists. The lists (comprised of dates, subjects lines, and senders) briefly describe various emails. The actual emails consist of communications between Lewinsky and Raines concerning White House functions. Forwarded email in the “Z” series primarily consists of jokes and quizzes. Charles Ruff, White House Counsel, also defended President Clinton during the impeachment trial. Ruff’s files contain articles; letters responding to media from both the OIC and President Clinton’s personal counsel; and statements from Ruff, President Clinton’s personal counsel, and the OIC. These materials relate to alleged leaks of grand jury material by the OIC and talking points given to Tripp from Lewinsky. Greg Smith served as Associate Counsel to the President during the final year of the Clinton Administration. Letters in Smith’s files relate to the discovery of reconstructed White House email concerning Lewinsky in 2000 and 2001. These letters included discussion of the search methodology for these records. These letters were primarily authored by White House Counsel and sent to the external counsel of White House staff and the OIC. Smith’s files also contain email dating from 1995 to 1998 that was generated via search terms provided by the OIC. Although such email was intended to focus on Lewinsky, not all captured documents were responsive. Lists also concern search terms and availability of responsive documents. Jason Wilson was Counsel to the President and worked with document requests from the OIC. Lists show computer files responsive to Lewinsky-related requests. Wilson’s files also contain two sets of Bates numbered documents. One set is the “HB” series; the other set is the “S” series. When White House Counsel produced documents for the “HB” series, these documents were not arranged chronologically but most date to 1997. These “HB” documents primarily consist of email correspondence between Lewinsky and Raines. Some of this email correspondence includes Raines’s communication with other individuals, including Currie, and West Wing receptionist Debra Schiff. These emails in the “HB” series also contain a large volume of forwarded jokes; several forwards contain press clippings. In addition, these emails describe White House functions such as appointment requests and information regarding computer account maintenance. The “HB” series does contain some letters. These letters from Chief of Staff Leon Panetta to Lewinsky, dated in August and September of 1995, describe various positions and policies of the Clinton Administration. Wilson’s files also contain Bates numbered documents labeled as the “S” series. The date range on these documents is from 1995 to August 1998. White House Counsel arranged documents in the “S” series by date and year. The majority of the “S” series documents are email correspondence, including email forwards, between Lewinsky and Raines. Email correspondence also describes communication between Lewinsky and others, namely Currie. Additional email correspondence that mentions “Lewinsky” concerns a number of individuals, most notably journalists, Vice President Gore, and Blumenthal. The majority of these forwarded emails are jokes. Emails also concern appointment requests, document requests, and other White House agency functions; several emails are forwarded press clippings. In the Office of Management and Administration, Kelli McClure was the director of White House Personnel for the entire administration. Her files contain personnel forms concerning Lewinsky’s employment at the White House from November 1995 through April 1996. Many of these records have been withheld in whole or in part for personal privacy reasons. Presidential Personnel files contain forms and resumes concerning Lewinsky’s transfer to the Pentagon in April of 1996. The files of the White House Security Office contain copies of the email correspondence between Lewinsky and Raines, including the “Z” series. In addition, the files of Security Office Charles Easley contain personnel materials regarding Ms. Lewinsky. Many of these materials have been closed for reasons of personal privacy. FOIA request 2006-0319-F (Segment 2) also contains materials from the White House Database, the Worker and Visitor Entry System (WAVES), Automated Records Management System [Email] and the Tape Restoration Project. This material includes appointment and entrance records; correspondence sent and received by Monica Lewinsky’s White House and Pentagon email accounts; and emailed correspondence between White House staff members referencing Lewinsky.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM), Clinton Presidential Records: WHORM Alpha Project, Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, Clinton Presidential Records: TRP Emails, Clinton Presidential Records: Electronic Waves Files, Clinton Presidential Records: WHODB, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there is the WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The White House database (WHODB) is a database of White House events and individuals that attended those events. The database also includes a log of individuals that received White House greeting correspondence. Data was entered and maintained by the Office of Correspondence, Social Office, and Office of Public Liaison. WHODB records are printed and arranged by Event Type or Individual, and further arranged chronologically by appointment date. The Electronic WAVES Search System is a log of visitors/appointments to the White House and is arranged by name of visitor there-under by date.
