This collection contains records regarding Morton Halperin and the conflicts in the former Yugoslavia from 1997 to 2001. For most of this period, Dr. Halperin was the Director of the Policy Planning Staff in the State Department. The records in this collection consist of textual and electronic correspondence that mention Dr. Halperin’s role as an influential voice regarding the conflict in Kosovo.

The materials in FOIA 2019-0932-F Segment 1 are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This collection contains records related to Morton Halperin and the conflicts in the former Yugoslavia from 1997 to 2001. For most of this period, Dr. Halperin was the Director of the Policy Planning Staff in the Department of State. Previously, he had served as the Under Secretary of Defense for Policy in 1993 and the Senior Director for Democracy on the National Security Council from 1994 to 1997. Dr. Halperin was also the Senior Vice President of The Century Foundation/Twentieth Century Fund from 1997 to 1998, as well as a Senior Fellow of the Council on Foreign Relations from 1997 to 1998 and from 2001 to 2002. Dr. Halperin is now a senior advisor to the Open Society Foundations. This case contains records regarding Dr. Halperin’s post-NSC work on matters related to the conflict in Kosovo. The White House Office of Records Management Subject Files include a September 1998 letter from a group of thirty “influentials,” including Dr. Halperin, expressing their concern for the plight of ethnic Albanians in Kosovo, and the President’s response. The NSC Emails contain a number of messages that include Dr. Halperin on the list of “influentials” for a meeting on Kosovo policy with National Security Advisor Samuel Berger in October 1998. There is also a July 1999 unclassified cable sent to Dr. Halperin in his capacity as Director of the Policy Planning Staff, regarding the reaction in Belize to NATO involvement. The NSC Records Management System contains a file with a note to Dr. Halperin and others from Deputy National Security Advisor James Steinberg, thanking him for a meeting and his input. Many of the records related to this FOIA case are closed for national security reasons.

The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. FOIA 2019-0932-F Segment 1 includes WHORM records from these subject codes: CO148 Serbia – Montenegro.
